Job Description
The Office of Performance Management and Data Analytics (OPMDA) is responsible for reporting and analyzing critical statistics and data on social service programs administered by NYC’s Human Resources Administration and the Department of Homeless Services
The Director of Performance Management Reporting & Analytics will supervise the development of new program management initiatives for the Commissioner and the Mayor; determine the appropriate agenda to support and enhance agency policy initiatives, mission, organization structure, program objectives, lawsuits and budget priorities and conceptualizes and provide statistical and methodological framework for data analysis and reporting designs and directs staff in the performance of highly skilled professional works in areas of revenue generation, fiscal development of programs and service development in accordance with research and data-based findings.
OPMDA is requesting to hire one City Research Scientist IV-A to function as the Director of Performance Management Reporting & Analytics who will:
- Manage special projects and analytics supports the Community Food Connections (CFC) and Investigation Revenue & Enforcement Administration (IREA) in monitoring and evaluating program
outcomes, as well supports the production of essential intergovernmental reporting initiatives. The team works to establish measurement indicators, implements management reporting tools and strategies to monitor performance and carries out critical public reporting initiatives.
- Collaborate with program areas to develop specific indicators that will be used by the Commissioner and executive staff to evaluate program performance, and to facilitate decision-making focused on improving service delivery.
- Oversee the development of performance measurement tools, the production of performance monitoring reports, and the provision of analytic and data support to DSS/HRA program areas.
- Be responsible for the direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with agency and Mayoral strategies and goals.
- Lead meetings with various project teams, steering and executive committees and vendors. Determine project/program plans and executive summaries; ensure regular updates are delivered to Executive staff.
- Direct staff supporting, monitoring, and managing mid/large-size projects. Identify resources necessary for efficient, effective project completion. Utilize appropriate project management methodologies.
- Conceptualize and provide methodological framework for research and project designs and direct staff in the performance of highly skilled professional work in areas of development of programs and services in accordance with research and data-based findings.
- Advise the Deputy Commissioner of OPMDA concerning data, reports and programs submitted to the Commissioner, Chiefs and Executive staff. Oversee the preparation of specific data, analysis and reports that support agency policies and procedures and support the Commissioner's goals.
Salary Range: $ 109,565 - $126,000

CITY RESEARCH SCIENTIST - 21744
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
