Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:
The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings.
BCAARE is organized into six offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, Policy and Planning, and Operations. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayor’s Subway Safety Plan.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Reporting directly to the Assistant Commissioner, the Director of Operations will oversee and coordinate all operational activities for the bureau including overseeing the operating budget, all procurement and contracting activities, human resources functions, travel and general administrative operations. Other Duties include but not limited to:
1. Support the operational needs for the Bureau and helps address office and administrative needs, to ensure smooth operations at all times.
2. Participate in formulating policies, planning operations, developing and directing resource usage and coordinating the analysis and evaluation of program effectiveness.
3. Liaise with and develop strong relationship with Mental Hygiene Administrative team, leadership, and the agency administrative team.
4. Provide direct supervision to Office of Operations staff.
5. Evaluate, analyze, and report on key initiatives with specific attention to successes, challenges, and use of resources.
6. Collaborate with the central administrative team to design and implement a coordinated and seamless approach to serve the Bureau.
7. Review, track and manage bureau contracts, tracking budgets and funding allocations.
8. Manage administrative hiring process for all bureau of mental hygiene staff; including on-boarding requirements and trainings.
9. Coordinate all contract budget actions, including updating state and city budget records, working with central admin staff.
10. Manage the Bureau’s operating budget, special initiatives, grant budgets, and all procurement actions in coordination with the central admin team.
11. Ensure programmatic compliance with mandatory DOHMH standards, policies, and procedures.
12. Develop, maintain, and distribute BCAARE’s administrative reports.
13. As assigned, liaise with other City agencies and manage external affairs
14. Special projects and other duties as assigned by the Assistant Commissioner.
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
