The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The DYCD Office of Neighborhood Safety (ONS) puts communities at the center of public safety through crisis management, placemaking, and transformative programs in neighborhoods where gun violence is most prevalent.
Under the immediate supervision of the ONS Deputy Executive Director, the Director of Community Activation will provide oversight and program development for the crisis response and community activation portfolio of ONS across the five boroughs. The Director of Community Activation will provide direct supervision to Borough Managers. Borough Managers are primarily responsible to support and coordinate the implementation of the Crisis Management System (CMS), a $70 million investment in more than 40 community-based organizations (CBOs) that mediate conflicts and promote peaceful social norms, and the Mayor’s Action Plan for Neighborhood Safety (MAP), a place-based initiative that focuses on community safety and well-being in 30 New York City Housing Authority (NYCHA) developments. The person who will be effective in this role will have experience implementing community-based programs in communities where violence is concentrated and extensive knowledge of City agency resources and processes.
Responsibilities include but are not limited to:
- Provide direct supervision to assigned Borough Managers involved in contract management, development, and monitoring of Office of Neighborhood Safety community activation services including the Crisis Management System, the Mayor’s Action Plan for Neighborhood Safety, community organizing and the Local NeighborhoodStat participatory budgeting process.
- Train and support staff to ensure proper oversight and management of ONS community activation programs and services.
- Set the programmatic vision and lead the planning, coordination, and oversight of action plans from the NeighborhoodStat process.
- Facilitate participatory processes with resident stakeholders and CBO partners to identify community and programmatic concerns and develop and manage the implementation of strategic plans to respond to public safety and quality of life issues.
- Help develop, operationalize, monitor, and document the progress of multi-agency programmatic strategy to support residents in communities where ONS-funded programs operate.
- Monitor each CBO’s program design, work scope, and other documentation and procedures to ensure they align with the stated programmatic goals and objectives per the Request for Proposal and contract.
- Work collaboratively with other City Agencies, including NYCHA, the New York City Police Department (NYPD), Department of Social Services (DSS), Department of Probation (DOP), among others to implement community activation services and strategies.
- Provides leadership, coordination and oversight to ONS leadership and staff personnel in planning, coordinating and executing community-based public safety projects.
- Participates in conferences, meetings, seminars, etc., on the planning and development of strategic projects.
- Proposes and substantiates the need for new and revised office protocols and guidelines related to key community activation initiatives.
- Support and advise ONS and Agency leadership in all ONS programmatic planning and performance management activities.
- Serve as a proxy for the Executive Director in relationships with city agency partners.
- Provide strong organizational leadership, in partnership with the Executive Director, to drive strategic planning efforts and set the overall programmatic vision and direction for the Office of Neighborhood Safety.
1. A baccalaureate degree from an accredited college or university and two (2) years of satisfactory, relevant, full-time, experience in criminal justice, in community planning, community relations, development and organization including one (1) year in a supervisory, administrative, consultative, managerial, or executive capacity; or
2. A satisfactory combination of education and experience equivalent to “ 1 ” above. However, all candidates must have one (1) year of specialized experience as described in “ 1 ” above.
