Job Description

NYC Parks’ Waterfronts and Marine unit operates and maintains marinas and boating facilities citywide. The unit operates and maintains the agency’s vessel fleet and provides on-water response as needed. The unit manages delivery of in-water capital construction projects. The unit serves as the infrastructure liaison for the agency’s 165 linear miles of engineered and natural shoreline. The unit manages the recently established office of marine debris disposal and vessel surrendering. The unit coordinates agency-wide with the business development, planning, capital, natural resources, operations and special events divisions. The unit participates in citywide task forces and implements policies concerning the city’s waterways and its growing recreational usage.

Major Responsibilities
- Under direction of the Chief of Waterfront and Marine Operations, serve as director of the Office of Marine Debris Disposal and Vessel Surrendering.
- Guide Agency staff and contractors in the removal and disposal of marine debris and abandoned vessels citywide.
- Coordinate with partner agencies at the city, state and federal levels for expansion of the agency’s work in this area.
- Establish a public vessel turn-in program. Coordinate with NYC Department of Citywide Administrative Services on vessel auctions.
- Develop a plan to recycle or reuse abandoned vessels and other marine debris.
- Assist in contract development and agency procurement of related services.
- Expand the agency’s marine educational programming to include the issue of abandoned vessels and marine debris.
- Recommend policies to prevent vessel abandonments and other marine debris.
- Recommend programs to track and monitor vessels in order to better prevent abandonments.
- Represent the agency to elected officials, community and advocacy groups.
- Explore grant opportunities for further program expansion.
- Prepare the agency for related public hearings before the New York City Council.

Minimum Qualifications

1. A baccalaureate degree from an accredited college plus four years of satisfactory, full-time experience in recreation leadership, gardening, grounds maintenance, building maintenance or construction, of which 18 months must have been in an administrative, consultative, managerial or executive capacity; or

2. High school graduation or its educational equivalent plus six years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess the 18 months of administrative, consultative, managerial, or executive experience as described in "1" above.

License Requirement
A Motor Vehicle Driver's License valid in the State of New York is required within six months of the date of appointment.


Preferred Skills

Preference will be given to 1) employees who qualify for the APRM promotional exam 2) permanent employees in or on leave from a comparable title or 3) employees who are reachable on a comparable civil service list. 1. Excellent project management, administrative, supervisory and analytical skills. 2. Demonstrated ability to develop, implement and manage new programs with multiple stakeholders. 3. Demonstrated ability to research and arrive at innovative solutions to expand programmatic reach. 4. Excellent communication, interpersonal and organizational skills. 5. Valid New York State driver license.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam, or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
