Major Responsibilities
- Under direction, with varying levels of difficulty and with high degrees of latitude for independent action, provide leadership and overall direction to all Information Technology & Telecommunications (ITT) Project Managers and oversee the ITT governance process.
- Oversee project and portfolio management of all projects ITT delivers for the entire agency; oversee quality control on system development.
- Ensure all ITT projects have proper resources and deliver projects on time and within budget.
- Oversee ITT governance methodology that has been implemented at Parks, including relationship management between ITT and divisions to ensure our stakeholders understand technology and what is available.
- Oversee resource management and development of metrics and reports for ITT.
- Monitor timelines and ensure that project goals are accomplished and in line with timeframes, budget and goals.
- Identify roles, skills and knowledge required for each team. Ensure staff has the resources and training needed to support work initiatives.
- Develop and maintain a productive working relationship with program sponsors, vendors and key clients. Evaluate client satisfaction levels.
- Coordinate all activities of ITT governance committees and closely work with ITT managers for coordination of governance documents.
- Oversee the development of project plans, status reporting, change and risk management and project stability to ensure timely delivery, budget and established time frames. Create and update project management templates based on industry standards.
- Participate in the establishment and implementation of project management processes and methodologies for software development and enhancements.
- Ensure adherence to quality standards and divisional expectations; maintain open and active communications with various internal/external organizations.
- Help streamline and improve solutions delivery to customers. Recommend, implement and oversee improvements.
- Provide project performance feedback and integrate improvements within the systems development life cycle and project management processes. Escalate issues to senior management.
- Coordinate with Systems Development to assist with monitoring of resource allocation. Assist with and/or conduct business analysis and testing.
- Coordinate the selection of project management tools and related technology.
- Assist drafting of capital funding requests and other budget and procurement documents in conjunction with ITT procurement.

A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
1. A minimum of 5-7 years of experience in managing large-scale projects using the software development lifecycle. 2. At least 2-3 years of experience managing projects using Agile Methodologies. 3. At least 2-3 years of experience managing a team of project managers. 4. Experience implementing and running a project management office for 2-3 years. 5. Experience in business process reengineering and quality assurance testing. 6. Experience with infrastructure and network projects. 7. Demonstrated background in software design, development and database management. 8. Strong comfort-level and experience with project managing web-based applications, COTS systems, Salesforce, MS Dynamics, or other system development. 9. Project Management Professional (PMP) Certification preferred. 10. Excellent writing, analytical, organizational, communication and time management skills.
