The Director for IT Administration directs and manages all administrative functions for the division of Information Technology. Reporting to the Executive Vice President for IT/CIO, the Director of IT Administration will have overall responsibility to direct and manage staff and units in the areas of budget & finance, procurement & contracting, and human capital management. The Director will assist the IT executive team in fulfilling administrative needs in pursuit of its mission to enable NYCHA to serve its residents in an efficient and effective manner.
The Director of IT Administration will lead a team of 9-10 full time staff to:
- Manage the division’s budget tracking a yearly budget submission.
- Work with Vice Presidents and staff to monitor the budgetary needs and expenses of all new as well as ongoing projects, review budget allocation and prepare budget proposals, projected timeline and work with funding entities to receive approval.
- Develop new tracking tools and mechanisms to effectively track OTPS and PS spend down, contract funding availability, and contract expiration and renewal.
- Prepare solicitations for contracts, including drafting appropriate scopes of work and selecting the appropriate procurement vehicle.
- Oversee the IT invoicing and payment unit to ensure timely payments of IT invoices.
- Assist with resolving any payments issues between IT Managers, Accounts Payable and vendors.
- Manage NYCHA IT Board submissions including budget and presentation narratives.
- Oversee and direct the human capital management function for the division of IT.
- Establish an organization development function within the IT department to promote information sharing, collaborative culture, and continuous learning opportunities.
- Develop and execute a staffing and recruitment strategies to maximize the talent, skills, and capabilities of NYCHA’s IT workforce while balancing an efficient allocation of resources.
- Collaborate with other NYCHA administrative services as needed, including but not limited to real estate and space planning.
- Lead key projects and business initiatives for the IT department as needed.
- Direct and coach junior and mid-level staff members to further success in their roles.

1. Candidates with permanent civil service status in the title of Computer Systems Manager or reachable on the Computer Systems Manager civil service list will also be considered.

1. A baccalaureate degree from an accredited college and four years of satisfactory, responsible, full-time experience in a government agency or business firm conducting administrative or management studies, assisting an executive in directing the administration of a large organizational segment or directing or coordinating the administration of several small organizational segments or performing any appropriate combination of these duties, at least 18 months of which must have been in a responsible administrative, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the 18 months of administrative, consultative, managerial or executive experience described above.
1. Five (5) plus years of IT administration experience with particular emphasis on budget management and procurement. 2. Experience with procurement best practices and a successful track record in procurement, managing spend in the government environment. 3. Ability to lead a team and drive excellence and accountability in support of the NYCHA IT mission. 4. Ability to work independently and perform against tight deadlines with multiple concurrent priorities. Excellent analytical, problem solving, and multi-tasking skills. 5. Effective communication and facilitation skills. 6. Ability to work in a fast-paced environment with changing priorities and deadlines. 7. Detail oriented - ability to review and produce accurate, professional and error-free analyses in a timely manner. 8. Ability to establish solid working relationships with both internal and external stakeholders. 9. Experience with financial modeling and analytical skills. 10. Proven ability to establish new tracking and reporting mechanisms to assist teams in performing their jobs. 11. Experience with any of the following systems: Oracle eBusiness suite including GL, AP, Purchasing, IPro, Hyperion modules, MS SharePoint.
