DIVISION/PROGRAMDESCRIPTION:
The New York City Department of Health and Mental Hygiene (DOHMH)’s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR is responsible for coordinating agency-wide emergency preparedness planning, exercises and training, evaluation of incident response and exercise performance as well as coordinating with community stakeholders, city, state, and federal partners. OEPR envisions a healthy, resilient city in which all New Yorkers are able to achieve and maintain optimal and equitable health outcomes before, during, and after emergencies. OEPR’s work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster. OEPR works to improve its application of a social justice and racial equity lens to its emergency preparedness and response work to ensure the most equitable post-disaster public health outcomes possible.
The Bureau of Agency Preparedness and Response (BAPR) oversees the development of emergency planning tools, training, exercises, and evaluation across the agency, and maintaining citywide situational awareness.
The Director of Intra-Agency Coordination has overall responsibility for working with and supporting DOHMH Divisions and emergency response groups (ERGs) to enhance the Agency’s response capabilities. Key tasks include:
- Develop and implement strategies to promote and support agency-wide collaboration on public health emergency preparedness projects and policy implementation.
- Oversee development, maintenance, and enhancement of emergency response groups (ERGs), the organizational entities within the Agency’s Incident Command System (ICS) structure.
- Oversee activities related to maintaining agency emergency staffing, including improving identification and assignment of staff to appropriate leadership and general emergency response roles in agency systems.
- Support development and implementation of programming that increases Agency readiness, including plans, policies, and procedures, as well as training, exercises, and evaluation.
- Liaise with Divisions to build and maintain collaborative relationships to complete preparedness initiatives.
- Collaborate with the agency’s Continuity of Operations Program (COOP) to maintain knowledge, process, and service alignment between ICS and COOP; support the agency’s ability to respond effectively while maintaining adequate delivery of essential services.
- Advise on development of best practices, emergency preparedness & response education, and up-to-date policies regarding emergency response.
- Oversee Unit work and supervise staff, including delineate roles, responsibilities, and portfolios; assign work and set expectations; prioritize work, address workload issues; and ensure deadlines are met; promote staff professional development and provide continuous feedback to facilitate timeline and quality work.
- Respond to public health emergencies when called upon.

1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or
3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
