HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________

Your Team:

The Office of Development leads the implementation of the Mayor’s Housing Plan to create or preserve 300,000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues, other City and state agencies, and the New York City Housing Development Corporation (HDC).

The Office of Development is composed of nine divisions:

- Executive Office Operations and Policy
- Division of Compliance and Enforcement
- Division of Housing Incentives
- Division of Building & Land Development Services
- Division of New Construction Finance
- Division of Homeownership Opportunities & Preservation
- Division of Preservation Finance
- Division of Special Needs Housing
- Division of Portfolio Management and Conversion


Your Impact:

The Inclusionary Housing Program promotes economic integration in areas of the city undergoing substantial new residential development by offering an optional floor area bonus in exchange for the creation or preservation of permanently affordable housing. This fast-paced program operates under tight deadlines and deals with highly complex, technical, and politically sensitive issues, and relies on the technical. transactional and leadership skills of the Director of Inclusionary Housing to help meet the agency’s goals effectively.

Your Role:

Under the direction of the Assistant Commissioner of Housing Incentives, with latitude for independent judgment, initiative and decision-making, the Director oversees the day-to-day operations and transactions in the production pipeline and leads a team of Project Managers in the review and analysis of IH applications and issues while contributing to Agency and office wide policy conversations to advance the agency’s goals. The Director is someone who is highly organized, deadline-driven, with exceptional analytical, qualitative, quantitative, and relationship management skills. Technical skills and specialized knowledge in planning, zoning, policy, analysis, underwriting, and negotiating are essential to supporting the Assistant Commissioner in addressing a high volume of complex requests, and in elevating issues for senior management consideration when applicable. The Director must possess strong management and team-building skills, attention to detail, the ability to effectively multi-task and work under pressure, good judgment and excellent customer-service and communication skills, and an ability to successfully collaborate and coordinate with internal and external stakeholders.

Your Responsibilities:

Your responsibilities include, but are not limited to:

- In collaboration with the Assistant Commissioner and senior management, oversee the development and implementation of Inclusionary Housing programs to meet the goals of Housing Blueprint, new zoning initiatives such as Zoning for Housing Opportunity and other initiatives.
- Oversee and manage transactions in the IH development pipeline, and ensure timely reviews, efficient closings and completions, operational effectiveness, and compliance with regulations, policies and procedures.
- Oversee Project Managers in reviewing and analyzing IH Applications, which includes, but is not limited to:
- Financial feasibility analysis and comprehensive underwriting review
- Zoning analysis: ensure projects are in compliance with all applicable sections of the Zoning Resolution and Rules of the City of New York.
- Perform due diligence in accordance with HPD’s Integrity Review policies and procedures
- Direct and conduct complex technical analyses related to the IH programs.
- Establish and maintain effective working relationships among staff, internal and external partners and stakeholders, and the general public.
- Manage and train staff, including establishing appropriate productivity measures, supporting staff in achieving programmatic and agency goals, promoting collaboration among staff, promoting high achievement and skill development/progression, overseeing staff in their performance of their responsibilities, and evaluating and providing constructive feedback to staff.
- Ensure quality control across all staff deliverables.
- In collaboration with the Director of Operations, actively participate in and lead discussions on improving program processes to increase efficiency and effectiveness; participate in requirements gathering, testing, and other processes with HPD Tech to support the development of new applications.
- Manage administrative functions such as setting productivity goals, tracking, reporting and compliance.
- Respond promptly to requests for information and oversee the production of detailed reports, memoranda, presentations, and written correspondence regarding projects, programs, new initiatives, or other special projects, as needed.
- Use sound judgment in flagging politically sensitive and complex inquiries for the Assistant Commissioner and/or other senior staff, and in interacting with outside parties, including other agencies and developers and their agents.
- In partnership with the Assistant Commissioner, serve as the program’s liaison and representative to developers, banks, architects, attorneys, Community Boards, local organizations and other government agencies.
- Communicate any personnel issues to the Assistant Commissioner and Director of Operations in a timely manner.
- Collaborate with other HPD divisions to achieve agency goals, as well as to identify, monitor and/or resolve project, program, and policy issues.

Preferred skills:

Candidates should have a record of achieving results in a fast-paced environment, experience managing programs as well as seeking ways to improve programs and procedures, strong financial analysis skills including financial modeling and financial statement analysis, strong managerial experience, and be detailed-oriented, self-motivated, and able to manage multiple projects and meet deadlines. Candidates should also demonstrate strong verbal and written communication skills.

Preference will be given to candidates with:
- A proven track-record of closing real estate transactions; a strong financial background, including underwriting experience;
- Knowledge of real estate development, affordable housing finance, various state, local, and federal affordable housing programs and guidelines;
- Strong management experience;
- Demonstrated understanding of New York City zoning requirements and the implementation of zoning requirements on development sites.
- Demonstrated analytical skills, and ability to work effectively with others to obtain results promptly
- Demonstrated experience performing complex financial analyses; capability of utilizing and developing complex spreadsheets
- Excellent judgment and decision-making skills
- Excellent interpersonal skills; ability to work effectively in collaboration with and in the supervision of others
- Strong facility with Microsoft Office Suite (Excel, PowerPoint, OneNote, Outlook, Visio, Word) required

Candidates with a graduate degree in city planning, real estate development, urban studies, business or public administration, finance, architecture, engineering, or other related field are strongly preferred

Minimum Qualifications

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
