Job Description

The DSS Bureau of Accounts Payable is responsible for the timely and appropriate authorization and issuance of payments to contractors, employees and other HRA and DHS programs and other outside entities and such other parties to which HRA and DHS makes payments. Included within this responsibility are: Human Service payments. The Human Services Payments Unit within the Finance Office /Division of Accounts Receivable (DAP) comprise of Miscellaneous Contracts & Medical Payments, Employment Program Payments, the operations of Contract Agency Monthly Financial Report (CAMFR) Unit and the Control Bank Disbursement System.
Under the direction of the Bureau’s Executive Director and with wide latitude for independent judgment and decision-making, the Director of Human Services Payments will report to the Executive Director within the Division of Accounts Payable (DAP) and oversee the operations of the Human Services Payments Unit. This position is responsible for managing large-scale, high-volume disbursements totaling approximately $10 billion annually, ensuring the accurate and timely issuance of payments to contracted providers, vendors, and community-based organizations across various DSS, HRA and DHS programs.
Division of Accounts Payable (DAP)/ The Human Services Payments Unit is recruiting one (1) Administrative Staff Analyst (NM-2) to function as the Director of Human Service Payments who will:
- Lead the Contract Agency Monthly Financial Report (CAMFR) Unit, overseeing the release of monthly cash advances to over 744 contract agencies, supporting programs like Public Assistance, Special Grants, LINC, and HEAP.
- Direct the Miscellaneous Contracts & Medical Payments Unit, ensuring fiscal integrity and proper disbursement of funds through NYC's Financial Management System (FMS) for services including Emergency Medical Assistance, Homecare, Domestic Violence, and Burial expenses.
- Manage the Employment Contracts Unit, overseeing $137 million in annual payments for programs like Back2Work, WeCARE, and Jobs Plus Expansion.
- Oversee the DHS Payments Unit, responsible for managing payments for over 500 active contracts.
- Direct the processing of approximately 30,000 Medicaid reimbursement claims per month, related to a class-action settlement.
- Develop and enforce accounting policies, internal controls, and financial reporting systems within FMS to ensure compliance and efficiency.
- Verify expenditures and program eligibility through the Passport system and close coordination with HRA/DHS program areas.
- Monitor and enhance unit operations to maximize compliance, fiscal accuracy, and timely fund availability.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Extensive management experience in budget, finance, or accounts payable functions, preferably within government agencies. - Deep understanding of Federal, State, and local regulations governing social services and contract financing. - Proven ability to supervise cross-functional teams and lead high-volume payment operations. - Strong analytical, verbal, and written communication skills. - Experience using financial management systems such as FMS, CAMFR, and HHS Accelerator. - Bachelor’s degree in Business, Accounting, Finance, or a related field required Master’s degree preferred.
