Job Description

The Office of Civil Justice is part of the City’s unprecedented investment in free legal and social services for New Yorkers in need. The Office of Civil Justice consolidates the City’s various legal services programs at DSS/HRA and will work to increase the availability of legal services citywide. To do this, the Office coordinates with legal services providers; the court system; the advocacy community; elected officials City officials inside and outside of HRA/DSS; policy makers; households in need; and other key stakeholders.

Under executive direction, with great latitude to execute independent judgment, the Director of Civil Legal Services Operations, is responsible for the direction, administration and coordination of the Office of Civil Justice direct and contracted legal and social services programs.

The Office of Civil Justice is recruiting (1) one Administrative Driector of Social Services NM-II to function as a Director of Housing Court Operations who will:

- Develop, direct, and manage the Office of Civil Justice’s citywide court and community based operations to ensure effective and efficient delivery of legal and social services. Present to management (written and oral) recommendations regarding operations, outreach, policies and procedures, and/or program models that could be implemented to achieve these goals.

- Supervise the daily activities of direct social service staff, ensuring that program eligibility and public benefit application duties are performed in accordance to all policies, procedures and rules that govern the process. Identify areas of improvement in workflow and reporting to enhance the overall efficiency and productivity of the program, make recommendations (written and oral) to management.

- Monitor citywide court and community-based operations and alert management of any problems or potential areas of concern that would compromise the Office of Civil Justice’s delivery of legal and social services. Present to management (written and oral) recommendations for corrective action.

- Develop and facilitate training of operational policies and procedures, including forms and tools, to enhance operational uniformity among multiple service sites.

- Attend meetings, training, conference and workshops as it pertains to legal and social services and advise management of potential areas of programmatic and operational growth.

- Coordinate and/or participate in special projects as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.


Preferred Skills

- Familiarity with Housing Court and/or other court operations. - Demonstrated ability to effectively manage multiple teams. - Ability to manage staff across satellite offices throughout the City. - Excellent interpersonal skills. - Proficient in Microsoft Excel, as well as the complete Microsoft Office Suite.
