Your Team:
The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunities & Program Services, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. Our mission of the office is to ensure fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
The Division of Housing Opportunity ensures that HPD’s affordable housing is made available through fair, transparent, and accessible programming. Developers creating affordable housing are required to offer many types of units through an open lottery process on NYC Housing Connect and fill other units through a placement process for households in the City’s shelter system. Housing Opportunity administers the housing lottery and homeless placements programs and crafts policy and procedures to ensure that these programs offer equal opportunity to all applicants and affirmatively further fair housing.
Your Impact:
The Director of Homeless Placement Services will help to ensure that homeless clients are able to access affordable housing opportunities through an equitable, centralized, efficient process, geared to result in successful permanent tenancies.
Your Role:
The Program is currently seeking a Director to supervise a team of Homeless Rental Coordinators, Data Analysts, and Team Leaders in the oversight of client placements. The Director will monitor staff productivity and ensure program referral and placement goals and targets are met and, ultimately, homeless households are linked to permanent housing as quickly as possible.
Your Responsibilities:
- Establishing and maintaining effective coordination with a variety of government partners such as the Department of Social Services (DSS), Department of Health and Mental Hygiene (DOHMH), the NYC Housing Development Corporation, and more
- In coordination with HPDTech, managing the development, testing, training and roll-out of a new technology system that streamlines, automates, and facilitates reporting of the homeless placement process
- Leading coordination and information-sharing with various divisions within HPD, housing developers, marketing agents, and other external partners
- Establishing performance and workload metrics for the unit and regularly reporting on those measures for both internal and external users
- Evaluating the efficiency and effectiveness of various placement and coordination strategies and engaging in policy proposals to improve the process
- Monitoring the work of a Deputy Director, Team Leaders, an Intake and Outreach Specialist, Homeless Rental Coordinators, and a Data Team; delegating tasks and setting deadlines for team members, and implementing new procedures and guidelines
- Preparing and maintaining various reports and other tracking methods to ensure the consistent coordination of referrals and placements
- Listening to team members’ feedback and providing resolution, as needed, and conducting training to staff
- Creating a motivational team environment with an open communication culture
- Managing special initiatives as directed by the HPD and HAS leadership

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
