Job Description

This vacancy has now expired.

**IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF CITY PLANNER, OR REACHABLE ON THE LIST FOR CITY
PLANNER, OR ELIGIBLE UNDER THE 55A PROGRAM.**

The mission of Grants & Fiscal Management (GFM) within NYCDOT is to administer, in conjunction with regional transportation agencies, the City’s Federal Highway Administration (FHWA), Federal Emergency Management Agency (FEMA), Federal Transit Administration (FTA)-funded projects, NYSDOT and other grantors. GFM competes for federal and state grant funding based on Notice of Funding Opportunities (NOFOs) released by the respective federal and state agencies.

GFM provides oversight and guidance, submits reimbursement claims, and ensures federal compliance. GFM oversees a large portfolio of federally funded transportation projects, such as Vision Zero safety improvement, improving resiliency of roads and bridges, and the installation of Electric Vehicle charging stations. With the passage of the Bipartisan Infrastructure Law, a historic investment of $1.2 trillion in transportation funding was authorized. GFM is responsible for competing for this funding in collaboration with other units and NYC agencies. NYCDOT will compete in nationwide and statewide applications to secure grant funding to support on-going and new initiatives.

The Director of Grant Development, reporting to the Executive Director of Grants Administration within GFM, will supervise a staff of two employees who will be responsible for writing, reviewing, and submitting competitive grant applications to secure funding for on-going programs and innovative transportation initiatives. The candidate will coordinate with various entities to identify suitable projects that meet the detailed NOFO guidelines for final consideration by the Commissioner and Deputy Mayor. The Director of Grant Development will also liaison with the Office of the Deputy Mayor for Operations, make presentations to senior NYCDOT executives including the Commissioner of NYCDOT to discuss the merits of different projects under consideration and write the grant application for submission by the deadline set in the NOFO.

The selected candidate will also be responsible for performing programmatic project tasks including, but not limited to, tracking project budgets, monitoring project progress, attend project development meetings, assist with review of grant reimbursements, working with project managers and other NYCDOT units and other NYC agencies, to ensure compliance with grant requirements, and analyze complex financial and program compliance data to produce comprehensive reports.
