The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually. Citywide Procurement Food Unit manages a citywide food contract portfolio of over $30 million that city agencies utilize.

The role of the Director of Food Procurement falls under public health. It is vital to the operational continuity of the DCAS's mission to support the City's critical food and emergency resource needs. This position oversees food and water procurement for several high-priority agencies, including the Department of Corrections, the Administration for Children's Services, the New York City Police Department, the Department of Sanitation, and the New York City Office of Emergency Management, with a contract portfolio of over $30 million. DCAS procures food for these departments using accelerated procurement processes that require experienced oversight to ensure the timely, compliant, and efficient delivery of supplies.

Key Responsibilities include:

- Managing a citywide food contract portfolio of over $30 million and will collaborate with the Mayor’s Office of Food Policy (MOFP) and other city agencies to ensure all food procurement aligns with the citywide food standards and vendors provide complete supply transparency.
- Manage the activities of procurement professionals whose duties include collecting and executing all contracts, evaluating and negotiating vendor bids, and placing and tracking all procurements.
- Manage the entire cycle of all purchases, agreements, and contracts from inception to completion, ensuring all required processes are fulfilled; serve as a liaison between agency business clients and vendors.
- Develop roles and responsibilities within the unit to institute a best practice vendor management responsibility; maintain contact with vendors to manage the status and quality of orders and the progress toward contractual commitments; continually seeks optimal value in service from vendors, reviewing and monitoring performance and return-on-investment metrics; and manage special projects and initiatives as assigned.
- Monitor trends in the food supply chain and ensure MOFP is aware of emerging risks or potential future shocks.
- Devise innovative strategies to meet the City's food procurement needs and craft solicitations that attract diverse and responsive vendors.
- Review and prepare solicitations and proposals.
- Hold pre-bid conferences and respond to vendor inquiries.
- Approve oversight documents, such as pre-solicitation reports, recommendations for awards, and requests for renewals.
- Exercise delegated authority to review and approve solicitations of a certain value.
- Conduct qualitative and cost analyses to address procurement issues and provide corrective action plans to senior management.
- Establish goals and criteria for evaluating new and existing vendors. Create a more cost-effective way to acquire goods, measure user satisfaction, and improve responsiveness to requests.
- Direct and oversee the development of staff training needs.
- Prepare reports related to but not limited to Executive Order 8 of 2022 and Local Law 50 of 2011, and other applicable citywide local laws and executive orders.
- Advise the Deputy Agency Chief Contracting Officer (DACCO) and agency staff on procurement methods per City Charter and PPB rules.
- Serve as a liaison to the Mayor’s Office of Contract Services (MOCS), the Office of Management and Budget (OMB), and the Comptroller’s Office on all procurement and contract matters.
- Represent DCAS in relevant initiatives and projects in coordination with MOFP.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
