Job Description Summary:
The NYC Law Department is seeking a Director of Finance to oversee all financial aspects of the agency as well as coordinate budgetary responsibilities for our Budget Unit, Fiscal Unit, ECS Unit and Cashier’s Unit. The Director of Finance will need to monitor and manage the Department’s Personal Services (PS), Other Than Personal Services (OTPS) and Revenue Budgets. The selected candidate will be responsible for responding to inquiries from OMB, the Comptroller and the City Council on all aspect of the agency’s budget and fiscal operations. In addition to that, the selected candidate will also be responsible for maintaining program finances and will make recommendations to maximize the use of funds, while ensuring that overall operations are within budget.

Essential Duties and Responsibilities include, but are not limited to the following:
- Participate in financial plan and other budget exercises (PEGs, new needs, etc.).
- Prepare complex forecasts and analyses to advise management on PS and OTPS budget and spending against the authorized agency budget.
- Oversee 3 units responsible for preparing and processing invoices, checks, vouchers and pursuing recoupment claims on behalf of the City of New York.
- Analyze, track, and approve fiscal requests, including new needs, to ensure compliance with approved financial plans and maximize agency budget resources.
- Reconcile and align agency funding and to projected spending in the City Financial Management System (FMS).
- Perform technical budget activities including budget modifications, journal entries, monthly variance reports, quarterly spending plans and other technical budget functions in the City Financial Management System (FMS).
- Help prepare capital funding requests to OMB for NYC Law Department projects.
- Oversee the compilation of financial reports and other information for senior management.
- Support and advise senior management and division managers in all aspects of budget matters, providing monthly reviews and excellent customer service.
- Perform other budget analyses and special projects for the Chief and Deputy Chief of Administration and the Managing Attorney as needed.
- Prepare PEG (Program to Eliminate the Gap) proposals for the agency during the City’s annual budget process and submit those proposals to OMB.
- Oversee the PS and OTPS budgets for the agency, making sure all actuals are within budget targets.
- Provide financial assistance and ad-hoc reports to the Chief and Deputy Chief of Administration and Managing Attorney as needed.
- Assist the Chief and Deputy Chief of Administration in all financial matters for the Division; act as a liaison with OMB on all money matters within the agency.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

Only candidates who are currently certified in the permanent civil service title of Administrative Staff Analyst shall apply. - Strong written and spoken communications skills, with demonstrated ability to effectively communicate and explain complex ideas to people with varying degrees of familiarity with the subject matter. - Strong analytical skills with a demonstrated attention to detail. - Organizational aptitude with the ability to manage multiple, often-competing priorities, calmly and proficiently while adhering to strict deadlines. - Ability to work independently with minimal oversight while also collaborating with peers on a regular basis. - Interpersonal skills and the ability to maintain working relationships with Counsel’s office staff, OMB taskforces and agency staff. - Proficiency with Microsoft Outlook, Word, and Excel is required. Basic knowledge of Access a plus. - Background and / or demonstrated interest in public service.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
