Job Description

The New York City Human Resources Administration/Department of Social Services (HRA/DSS) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, including temporary cash assistance, public health insurance, Supplemental Nutrition Assistance Program (SNAP), job training, employment plans/support, childcare, eviction prevention services, adult protective services, domestic violence assistance, HIV/AIDS support services and child support enforcement. Under the Employment & Support Services Administration (ESSA), Career Services (CS) employees help provide unique individual services to clients that offer sustainable employment plans and self-sufficiency support to overcome barriers to employment.
Career Services is recruiting to fill one (1) Administrative Director of Social Services NM II to function as the Director of Engagement and Employment Services who will:
Under the general direction of the Assistant Deputy Commissioner (ADC) of the Systems, Innovation, and Engagement Division, with latitude for independent initiative and judgement, the Director of Engagement and Employment Services will serve as an integral team leader and primary project manager for Career Services programs and vendor relations and will be instrumental in advancing our mission of supporting New Yorkers in achieving self-sufficiency.
The selected candidate will:
- Lead the development and execution of project plans in collaboration with NYC DHS and other stakeholders to address the diverse needs of the population. Work collaboratively across all DSS programs and with external partners/stakeholders, community-based organizations, and employers to develop project plans to meet the needs of the population served, ensuring development and management of project timelines, resources, and budgets, leveraging previous development experience to ensure successful project execution. Coordinate with Logistical Support, Information Technology Systems (ITS), Office of Staff Resources (OSR), and Finance to secure resources for new projects, drawing on experience in workforce development or human services.
- Evaluate programmatic needs and client referral criteria to ensure optimal service delivery, applying previous experience in program development, forecasting participation levels and referrals as needed. Generate and analyze statistical reports on client services, outcomes, and program effectiveness, using insights from workforce development or human services to drive improvements. Develop, monitor, and maintain a comprehensive database system for tracking client records related to training and education, utilizing prior development experience to enhance data accuracy and usability. (25%)
- Advise the Assistant Deputy Commissioner on staffing needs and site requirements, using experience in human services to enhance operational effectiveness. Plan and conduct monthly meetings and trainings for Career Services contractors, applying knowledge of workforce development practices to ensure compliance and effective communication. Supervise and support staff in achieving performance goals, leveraging experience in human services or development to foster a high-performance environment. Provide technical assistance and guidance to partners regarding HRA systems and procedures, informed by a background in workforce development.
- Develop and implement tracking and data management systems for performance-based projects funded by external agencies or grants. Design and maintain databases to monitor project performance metrics, including funding utilization, progress, and outcomes, drawing on experience in development and human services. Ensure compliance with grant requirements and reporting standards, leveraging experience to oversee data collection and performance evaluation processes.
- Generate detailed reports for external funders and stakeholders, highlighting project performance and impact. Create and analyze reports on various metrics and key performance indicators to track program effectiveness and client outcomes. Provide weekly statistical reports and updates on program performance, using insights from previous development and workforce experience to inform decision-making.
Work Location: 4 WTC
Hours/Schedule: 9:00am-17:00pm (Flexible)
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
- The ideal candidate will have a strong background in development, workforce development, and/or project management with a sound working knowledge of human services. - The candidate must have excellent management skills and the ability to communicate effectively both verbally and in writing and have strong interpersonal skills. - The candidate must have prior experience in a managerial, administrative, or supervisory position.
