The NYC Department of Sanitation seeks an Engineering Audit Officer to serve as Director of DSNY’s Bureau of Engineering Audit. The candidate will manage a staff consisting of a deputy director and auditors responsible for performing independent audits, processing payments for, and review of change orders for all DSNY contracts related to construction, design and construction management consultant services, and equipment as well as review of all invoices pertaining to solid waste export, recycling, information technology consultants and equipment, and other general contracts. The Engineering Audit Officer is responsible for protecting the City's interests by rejecting payment requisitions if major defects are found, or withholding an amount proportionate to the value of the disputed work from the payment requisition pending receipt of documented cost justifications. The candidate will ensure that all payments are audited promptly while being examined in sufficient detail to confirm that the City has received appropriate value before payments are issued.
Reporting to the Assistant Commissioner of Fiscal Affairs, the responsibilities of the Engineering Audit Officer (EAO) shall include, but are not limited to the following:
1) Manage a team of Deputy Directors and Engineering Auditors.
2) Oversee and certify City-funded payments in accordance with the criteria of NYC Comptroller’s Directive 7.
3) Develop and implement procedures for efficiently reviewing payment requests for Capital Construction Contracts, Construction-Related Service Contracts, Information Technology Consultant Services Contracts, Export and Recycling Contracts, Snow Pilling & Hauling Contract, Equipment Purchase Contracts and General/ Expense Supply and Services Contracts.
4) Ensure payment requests meet established criteria prior to their certification and have been appropriately reviewed, including reviews of design documents, contract specifications and terms, receipts, labor hours and costs, and required documents.
5) Establish and implement procedures for the performance of site inspections, including conducting site visits with staff, for the purpose of determining technical/contractual compliance.
6) Prepare certification letters, memos, analyses, and reports detailing findings and recommendations.
7) Interpret contracts and construction drawings accurately and effectively.
8) Design and implement an audit program to expedite the review of contractor invoices.
9) Assess construction quality and progress to ensure work is completed to standard before approving payments.
10) Develop and evaluate cost estimates to ensure the fairness and reasonableness of contract pricing.
11) Track department productivity and prepare related reports.
12) Attend meetings with key stakeholders to discuss payment related issues and sharing technical knowledge for problem resolution.
In addition, the candidate will oversee the validity and cost reasonableness for change orders and expanded work order requests.
ADMINISTRATIVE ENGINEER - 10015
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
1) Knowledge of NYC Comptroller’s Directive 7, Procurement Policy Board (PPB) rules, and NYC Construction Code 2) Proficiency with NYC data management systems including FMS and PASSPort 3) In-depth technical knowledge of and expertise in resolving complex engineering and construction issues. 4) Experience in design, construction and contract administration of large capital projects. 5) Experience auditing payments and reviewing change orders for large capital construction projects.
