The Director of Drug & Alcohol Testing will manage the Drug & Alcohol team to ensure that DOT is in compliance with all applicable federal regulations and the NYC DOT Controlled Substance and Alcohol Abuse Policy. In this capacity, the candidate will perform the following functions: Manage the Agency's federally mandated random Drug & Alcohol Testing Program for covered Staten Island Ferries (SIF) and Commercial Driver License (CDL) employees to enforce the Agency's zero tolerance policy. Manage mandated testing for pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up drug and alcohol testing and for employees covered under Agency policy 24/7. Direct the Agency's Reasonable Suspicion/Cause, Drug & Alcohol Awareness and Employee Assistance (EAP) training programs for covered SIF and CDL employees. Develop and manage the Agency's Drug & Alcohol testing contract in the amount of approximately $1.8 million and ensure vendor is in compliance with specifications. Manage the Drug & Alcohol unit's staff members to ensure all aspects of the Drug & Alcohol program is in compliance with regulations. Monitor the Agency's random testing program as the Designated Employer Representative (DER). Conduct Drug & Alcohol Awareness and related training for new hires, as well as refresher training. Work directly with Drug & Alcohol Liaisons throughout the Agency to ensure procedure is being followed and provide refresher trainings as needed. Manage and coordinate updated procedures and policies related to the mandated safety concern medical examinations for covered employees which includes meetings with Office of Legal Affairs, Human Resources team and Contractors. Ensure the removal of covered employees from performing safety-sensitive functions that may be a potential safety concern for the public and DOT's workforce. Research and ensure agency is in compliance with ever changing regulatory mandates. Provide Drug & Alcohol metrics and develop/conduct presentations to show trends across the Agency and show comparisons of data with other organizations. The ideal candidate will combine excellent administrative skills and strong knowledge of the City's drug and alcohol testing process. Familiarity with DOT a plus.
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
Knowledge of federal DOT drug and alcohol testing regulations under 49 Code of Federal Regulations Parts 16, 40 & 382. Experience in managing a mandated drug and alcohol testing program for maritime and CDL employees. Strong writing, communication and computer skills desired.
