Job Description
Our IT Department, comprising of 14 dedicated professionals, is the backbone of support for the New York City Police Pension Fund. Leveraging a diverse range of expertise, we ensure seamless integration of cutting-edge technology solutions, guaranteeing the Fund's digital infrastructure remains robust and secure.

We are seeking a highly experienced Director of Database Administration to lead both the development and oversight of mission-critical systems, including the ongoing enhancement of the Comprehensive Officers Pension System (COPS) 2.0 and other legacy applications. This is a hybrid role that requires a unique blend of technical leadership and team management.

The ideal candidate is comfortable diving deep into code, databases, and legacy platforms, while also managing a development team, aligning technical efforts with strategic goals, and ensuring the reliability and performance of critical systems.

Duties and responsibilities of this candidate will include, but are not limited to, the following:
- Lead the development and maintenance of Java and web-based applications;
- Perform hands-on programming using Java SE/EE, JavaScript, JSON, SQL, HTML, CSS, and frameworks;
- Maintain and enhance Oracle SQL-based systems and databases, including:
- Writing complex SQL queries;
- Supporting Oracle Forms, WebLogic, and Database Application tasks.
- Support and maintain legacy applications, particularly Microsoft (MS) Access databases using Visual Basic (VB);
- Collaborate with the Freedom of Information Law (FOIL) unit to extract, format, and deliver data requests using SQL;
- Manage both Linux (preferably Red Hat) and Windows environments, including:
- Overseeing patching schedules;
- Performing shell scripting tasks.
- Configure and manage tools such as TOAD, PL/SQL, and IBM DB2 Connect;
- Partner with the Management, Analysis, and Planning (MAP) Unit and Actuarial teams to prepare yearly processing environments and annual statement infrastructure;
- Maintain a hands-on presence within the team to troubleshoot and optimize system performance;
- Support the Chief Technology Officer (CTO) with special initiatives and assignments as needed.

Managerial Requirements:
- Minimum of 10 years of managerial experience in environments centered around Oracle technologies;
- Demonstrated success in leading teams responsible for the development and support of Java and web-based applications;
- Strong analytical skills and a proactive approach to problem-solving in both legacy and modern systems;
- Hands-on leadership approach with the ability to actively contribute to technical tasks.

Technical Requirements:
- 5-10+ years of hands-on Java programming experience including Java SE/EE, JavaScript, JSON, HTML, CSS, Web development frameworks, and GUI development tools (e.g., SQL Developer or equivalent);
- Proficiency in Oracle SQL programming;
- Strong experience working within Linux (Red Hat preferred) and Windows environments;
- Familiarity with patch management and shell scripting on both Linux and Windows platforms;
- Must be capable of writing SQL queries and supporting FOIL data requests;
- Comfortable maintaining legacy MS Access systems;
- Experience working with and modifying MS Access databases, including using VB.

Salary: The hiring rate being offered for this position is $150,000. If you possess the preferred skills above, consideration will be given to offer you a maximum annual salary of no more than $170,000. The salary is non-negotiable.

Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
