The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining, and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

The Office of Data Analytics (ODA) seeks a Director of Data Governance to create and implement a citywide data governance program, to support the office’s goals of improving citywide data sharing and integration and establishing and promoting citywide best practices and standards in data management and documentation. The Director of Data Governance will provide hands-on governance project direction while working closely with the Senior Director of Data Governance and other office leadership to implement the office’s mission and strategic direction.

Responsibilities will include:
- Develop a citywide data governance strategy, promoting data quality, data literacy, and metadata standards for interagency and open data sources, and lead the development of metadata best practices and standards in collaboration with City agency partners, publishing guides and templates for City agency use;
- Serve as the product manager for the ongoing development of digital products supported by ODA, including a citywide metadata catalog;
- Establish and oversee a citywide network of data stewards responsible for updating and maintaining their agency’s catalog assets and metadata documentation for all City data sources;
- Develop and manage in-person and virtual trainings, create product materials and prepare presentations that engage agency stakeholders;
- Conduct regular evaluation of data quality for City data assets and prioritize optimization efforts for key operational datasets;
- In partnership with City agencies and ODA staff, coordinate implementation of a citywide data catalog of data assets available to City agency employees, including interagency sources, open data sources, and third-party vendor sources;
- Work with ODA leadership team to develop an operational plan to govern how City agencies use OTI’s shared analytic and data services. ;
- Provide supervision for ODA’s data governance and data quality assurance team, fostering team growth and development;
- Help coordinate the Analytics Exchange community of practice, hosting quarterly events for City agency staff, including Learning Summit, the 2-day educational conference.
- Handle special projects and initiatives as assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

The successful candidate should possess the following: - Experience with design, development, deployment and support of data warehouses - Hands-on experience with relational database design and implementation is strongly desired - Experience developing and maintaining data management policies, procedures, standards and guidelines - Strong knowledge of current and emerging technologies, technology directions and strategic application to business needs - Strong leadership skills and the ability to work effectively with business managers, IT engineering and IT operations staff - Ability to balance competing priorities, complex situations and tight deadlines - Excellent written and oral communication skills - Substantial interest and curiosity regarding the policy and operations of the City of New York
