THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $82,506 - $94,882.

The Office of Quality Improvement (OQI) in the Division of Policy, Planning, and Measurement (DPPM) evaluates case practice delivered by ACS child welfare program divisions, primarily the Division of Child Protection (DCP). OQI coordinates and implements ACS quality management and quality improvement for child protective services.

Reporting to the Executive Director of the Qualitative Review and Evaluation (QRE) and Collaborative Quality Improvement (CoQI) teams, within the Office of Quality Improvement (OQI) in the Division of Policy, Planning and Measurement (DPPM), the Director of OQI Data Analytics will be responsible for guiding the team of three data analysts responsible for the evaluation of quality case practice within the Division of Child Protection (DCP) across each borough and zone. The Data Analysts support the work of the OQI teams and DPPM by creating and maintaining systems that allow for recording of findings and reporting out to ACS leadership and other stakeholders. This is a newly created position that will also provide support to the other OQI programs, including the Child Fatality Review Team (CFRT), which is responsible for conducting Systemic Child Fatality Reviews to evaluate quality case practice in DCP and in provider agencies.

The QRE, CoQI and CFRT work collaboratively with DCP frontline staff at all levels as well as central leadership to identify opportunities for learning and improvement. The Director of Data Analytics will support in building the OQI’s capacity to further provide and expand data literacy, data visualization and storytelling through data.

This position requires someone with prior supervisory experience, strong analytic and organizational skills along with the ability to integrate and synthesize different types of data into relevant domains.

The responsibilities of the Director of Data Analytics include, but are not limited to, the following:
- Lead a team of three Data Analysts.
- Ongoing development, refinement, and standardization of performance indicators, including the maintenance of SQL scripts for data querying.
- Provide key insights and data patterns to inform DCP’s performance improvement plans for DCP CoQI.
- Support the creation, development, and validation of an interactive qualitative dashboard/reports/tools.
- Maintain and validate the accuracy of data for assigned projects. If necessary, collaborate with IT/developer/consultants related to UX/UI design.
- Participate in vetting processes for new data systems, platforms, and/or tool development.
- Perform exploratory analysis: understanding workflow, and long-term data trends, identify new procedures to help create or track key metrics, respond to practice-related data requests, and evaluate policy decisions.
- Support the development, production, maintenance, and distribution of written and graphic summaries of key issues and analytic findings.
- Respond in a timely way to a variety of analytic and informational ad hoc requests from DPPM and ACS leadership.
- Perform analytic tasks, using individual and/or case level data as well as aggregate data, including running queries, conducting analyses, and developing reports using basic quantitative methods.
- Create and support inter-rater reliability studies to gather information on efficacy of case review instruments, implement needed changes and build staff capacity.
- Create, maintain, and support the case selection process for the ChildStat, Zone Based Reviews and CoQI.
- Perform complex data entry into child fatality-related databases.
- Perform quality checks on data input by reviewers through research, the use of Connections and review of cases to ensure accuracy of information entered into databases of select data elements.
- Maintain and, when necessary, modify specially developed applications in Microsoft Excel and other databases to produce complex reports.
- Provides technical assistance and support to Child Fatality Review Team including use of PowerPoint and Visio to assist with Mapping reproduction.
- Participate in special projects as needed and determined by ACS leadership and DPPM.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The successful candidate must have a working knowledge of the following: - Front-end web development using HTML, CSS, and JavaScript. - Strong proficiency with SQL and its variation among popular databases. - Cleaning and analyzing data (using R, Python, Ruby, Stata, SPSS or others). - Possesses substantial experience with workflow creation and management for transforming and processing data: direct work with data science tools such as reproducible report creation, package development, and version control. - Familiarity with database infrastructures and legacy data systems. Working in Oracle and automating analyses and authoring pipelines via SQL and R based ETL framework. - Advanced data visualization skills are critical, must have a working knowledge of Tableau or other BI tools as well as geo-spatial analysis, necessary for creating narratives and to communicate data insights from collaboration across the agency.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
