The New York City Department of Transportation (NYC DOT) oversees one of the most complex urban transportation networks in the world.
The Director of Contract Audit, within the Engineering Audit Bureau (EAB), helps to protect the City and the Department of Transportation
(DOT) by safeguarding the integrity of the contract payments processed. The Director of Contract Audit is responsible for monitoring the audit
execution; ensuring audit of Payments of Time and Material (T&M) items, Unit Price items, Lump Sum items; Contract Compliance Testing,
and Internal Control Testing in accordance with EAB's Manual of Procedures and any applicable Government Audit or Internal Audit standards,
the Comptroller's Internal Control Directives, and provisions of the NYS Manual Uniform for Record Keeping (MURK). During the audit,
internal control issues are discussed immediately with the Project Office to avoid recurrence and to reduce/minimize the risk of overbillings,
ensure accuracy of records, as well as promote operational efficiency. The Audit Report, which contains key control issues, disallowance
information, and recommendations to improve the internal control procedure, is issued at the end of the audit. The Director of Contract Audit also
performs Post Audits of selected construction contracts under the supervision of the Executive Director of the Audit Bureau and Engineering Audit
Bureau. The Director of Contract Audit performs special projects and management reporting as directed and provides supervisory oversight of
key staff performing duties related to the aforementioned functions.

. **IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF
ADMINISTRATIVE MANAGEMENT AUDITOR, OR ELIGIBLE UNDER THE 55A PROGRAM**
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or
2. A valid Certified Public Accountant License or a certificate as a Certified Internal Auditor and four years of full-time experience as indicated in "1" above, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors.
Preference given to candidates possessing: Ten or more years’ experience in all stages of the capital contract process from registration through close-out and in the review of change orders, plans and reports. Proven supervisory experience managing a team of auditors involved in the planning and scheduling of audits covering construction work. A record of effective problem solving when dealing with complex issues and multiple stakeholders. Experience in New York City, New York State and Federal government contract procurement policies and procedures.
