Major Responsibilities
- Under general supervision of the Chief of Citywide Operations, with latitude for independent initiative and judgment, coordinate all non-technical aspects of contract administration for all capital and expense contracts.
- Work with each program’s director to allocate the fiscal year budget and develop contracting plan. Submit certificate to proceed documents for review.
- In conjunction with Olmsted’s Capital Management Services and Purchasing and Accounting division at Arsenal West, track contracts after transmittal to ensure timely assignment of bid dates. Coordinate bid review and pre-construction meetings and monitor progress of contract registration and issuance of awards letters and order-to-work letters.
- Monitor all administrative contract tasks to ensure timely completion. Administrative contract tasks including but not limited to vendor payments, evaluations, schedule milestones, scheduled completion dates and punch list completions.
- Monitor additional fee requests/change order claims and contract increase requests. Work with Chief, Team Leader and Directors to ensure timely completion.
- Maintain multiple databases and systems (UNIFIER, City's Financial Management System (FMS) and Automated Procurement Tracking System (APT) for tracking all aspects of the contract process.
- Develop Request for Proposals (RFPs) for contract supervision. Review RFP content prior to request for approval. Coordinate panel committee members, committee reviews, ranking and award.
- Prepare regular updates, briefings, reports, evaluations, budgets and correspondence related to all capital and expense projects and ensure projects are advanced in a timely manner.
- Work with Chief/Deputy Chief of Operations, Team Leader and Directors to monitor spending on expense contracts by fiscal year to ensure that funds are spent each year.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Understanding of contract administration, ability to keep organized records and work independently. 4. Proficiency in Microsoft Word, Excel and PowerPoint. Knowledge of UNIFIER, FMS and APT. 5. Valid New York State driver license.
