The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,000 diverse professionals and knowledgeable experts.

The Department of Correction is searching for a Director of Commissary to oversee and manage the daily operations of the various inmate commissary. The selected candidate will be responsible for:
- Overseeing the ongoing implementation, management, and supervision of the Department’s commissary operation.
- Working with the commissary vendor to ensure they are aware of and are meeting the Department’s needs.
- Upon contract renewal, lead the Department’s management, review, and submission of the commissary vendor contract and performance evaluation.
- Developing and implementing policies and procedures updates to improve commissary operation performance and compliance.
- Acting as the primary liaison between the commissary vendor and all stakeholders throughout the Department.
- Facilitating the exchange of data relative to the security levels and commissary restrictions for incarcerated individuals and housing areas.
- Tracking, analyze, and make business decisions that determine which items are available for purchase by the population via the commissary menu.
- Troubleshooting and resolve any facility delivery delays that may occur.
- Managing Department processes which leverage the commissary vendor such as supplying the population with medicated items, utilizing kits of commissary items as incentive for medical and medication adherence, and any other similar initiatives that may present themselves in the future.
- Communicating changes to the commissary offering, pricing, delivery schedule, etc. to the Department staff and population.
- Collaborating with IT teams from the commissary vendor, Department, and OTI to ensure adequate system integration.
- Investigating and reply to commissary grievances submitted by the population, the public, and Department staff.
- Reviewing and sign-off as approved/okay-to-pay each commissary vendor invoice prior to forwarding to accounts payable.
- Collaborating with Security on any new items that is propose for sale to the incarnated individuals.
- Compiling information, analyzing data, and preparing reports.
- Calendar management. Coordinating meetings. Communicating and handling incoming and outgoing electronic communications and written correspondence


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

- Ability to communicate highly complex information clearly and succinctly, both orally and in writing - Ability to adapt to rapid change, multi-task, and meet restrictive deadlines. - Excellent verbal and written communication skills, as well as strong listening skills - Experience communicating and collaborating with unformed members of staff. - One year in a supervisory capacity.
