The Bureau of Strategic Planning drives change across Human Capital, supporting projects and agency-wide efforts to achieve operational excellence, and ensures that City leaders and agency executives have the information and tools they need to conduct strategic workforce planning using data analytics and reporting. The Bureau publishes the annual Workforce Profile Report; provides monitoring and reporting for Provisional Reduction compliance, supports all of Human Capital data reporting and analytics, administers and evaluates citywide personnel policies and programs, manages the New York City Employee Blood Program (NYCEBP), and coordinates the Citywide Office of Occupational Safety and Health (COSH) Program.
Responsibilities:
- Supervise the initial onboarding process and subsequent operational oversight of the COSH staff.
- Assist City agencies to ensure compliance with the New York State Public Employee Safety and Health Act (PESH)-initiated plans and other relevant laws and regulations.
- Authorize indoor air quality (IAQ) assessments, asbestos and/or lead investigations, ergonomic surveys, and additional environmental services for City agencies.
- Fulfill the role of a technical safety resource for City agencies, encompassing leadership in the assessment, formulation, and execution of novel safety initiatives.
- Exemplify leadership within the Citywide Respiratory Protection Program, entailing the formulation of the Respiratory Protection Guideline, orchestration of fit testing, and dissemination of pertinent information to City agencies pertaining to respirator utilization in occupational settings.
- Formulate and deliver requisite training sessions encompassing a spectrum of subjects, such as Right-to-Know/Hazard Communication, Confined Space, Respiratory Protection, Ergonomics, Shop/Equipment Safety, and pertinent Federal/State regulations.
- Engage actively in emergency planning and response initiatives, assuming a pivotal role as a constituent of the Citywide Health and Safety Program (CHASP).
- Supervise the implementation of the Citywide Safety Academy Pilot Program, a project designed to comprehensively assess all Mayoral agencies, identifying potential program shortcomings, with a specific focus on evaluating the effectiveness of the two New York State safety programs: workplace violence prevention and right-to-know. Subsequently, COSH will play a pivotal role in supporting agencies in the formulation and enhancement of their respective safety programs.
- Preside over the V.D.T (Video Display Terminal) Subcommittee, which is tasked with conducting in-depth examinations of pertinent concerns and conducting regular assessments of procurement procedures and ergonomic benchmarks related to Video Display Terminals, as well as associated furniture and equipment.
- Supervise the strategic development of COSH's e-learning courses tailored to address the safety and health coordination needs of various agencies.
- Participate in labor-management safety and health meetings.
- Authorize the implementation of Citywide Ballistic Vests by overseeing a process wherein city agencies submit hazard assessment memoranda to COSH for meticulous review and subsequent approval.
- Supervise the Key Performance Indicator (KPI) and Health and Safety Compliance (HC) Dashboard, wherein monthly reports of occupational injuries and illnesses cases are submitted for inclusion in the HC Dashboard Entry. (Until Health and Safety Coordinator position is filled)
- Offer specialized technical assistance to mayoral agencies, offices of elected officials, cultural institutions, and labor unions.
- Supervise the comprehensive citywide hearing conservation program for the participating agencies.
- Serve as an intermediary connecting labor unions and city agencies to address and manage health and safety matters in a coordinated and effective manner.
- Supervise the process of maintaining a comprehensive citywide summary of illness reports.
- Chair the Advisory Council of the Citywide Office of Occupational Safety and Health, providing leadership and direction.
- Monitor and compile monthly metrics related to environmental and occupational safety, and subsequently generate comprehensive reports.
Qualification Requirements
1. Graduation from an accredited college with a baccalaureate degree in engineering or a related technical discipline and four years of experience in the field of safety and health, including at least two years in a supervisory, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have at least one year of supervisory, consultative, managerial or executive experience in the administration of health and safety programs.
- Registration as a Certified Safety Professional, Certified Industrial Hygienist, or similar form of licensure as a safety officer. - Excellent and effective communication skills (written and oral), including the ability to draft technical reports. - Knowledge of federal, state and city safety regulations, including Occupational Safety and Health Administration Standards and Public Employee Safety and Health Plans. - Proficiency with industrial hygiene equipment (photoionization detection, multi-gas meter, sound, and light meter). - Able to analyze problems and handle potentially difficult situations. - Ability to interpret, summarize and report sampling data. - Able to work well independently and within a team, including team management/supervision. - Strong computer skills, including experience with Microsoft Office Suite. - Ability to wear respiratory protection and lift 30 pounds.
