The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles, rideshare companies, commuter vans, and luxury limousines. Position Summary
The TLC seeks a Director of Business Protection to lead the Agency’s efforts to promote the health and enhance the regulatory framework of the Yellow Medallion Taxicab, a cultural icon of New York City that provides jobs for thousands of hardworking New Yorkers. The Director of Business Protection will oversee the Medallion Relief Program (MRP), a $115 million initiative to provide free legal services to reduce the debt burden of medallion owners. In addition, the Director of Business Protection will monitor and evaluate the economic health of the yellow taxicab sector by collecting and reviewing financial disclosure data from all medallion owners in coordination with thought leaders across the agency. This is a position for someone who is interested in the evolving transportation sector, understands the value of data, and wants to make an impact. We are looking for someone who can get up to speed quickly on various policy issues and dives get into a topic without losing sight of the big picture.

Responsibilities may include but are not limited to:
- Oversee the Medallion Relief Program grant administration work streams, manage law firms and ensure attorneys provide free legal guidance and representation to Medallion Owners, and
develop relationships with lenders participating in the program.

- Manage the newly created Medallion Health Dashboard and research data sources, regulations, and technologies needed to analyze the economic health of the industry. Propose new policy
recommendations to enhance the medallion taxicab regulatory framework.

- Implement and manage the annual financial disclosure process for medallion owners. Coordinate with different TLC offices to collect and analyze financial data in a useful and measurable way.
Review contracts between agents, brokers, medallion owners, and related TLC-licensed entities for compliance.

- In consultation with senior leadership, play lead role in producing and publishing the Annual Financial Stability Report assessing the health of the Taxicab industry as required by local law.

- Represent the Agency in interactions with TLC customers, industry stakeholders, advocacy groups, City, State, and Federal Agencies and Offices, vendors, and members of the public. Develop
productive relationships with Agency partners.


Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
