This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Manager civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title or 4) employees who are reachable on a comparable civil service list.
The mission of the Business Development and Special Events (BDSE) division is to enhance park patrons’ experience by developing exciting, innovative events, concessions and programming, revitalizing existing amenities, and ensuring top quality internal controls and inspection standards. From iconic concessions like the Coney Island Cyclone and Wollman Rink to large-scale special events like Governor’s Ball and Great Lawn concerts to the development of Creative Courts and Cool Pools, the division engages New Yorkers in interacting with parks in diverse and unique ways, all while implementing industry-standard safety measures for each property through the Parks Inspection Program (PIP) and helping to connect visitors to our waterfront through the Marine and Waterfront team. The division’s wide- ranging and diverse portfolio supports premier City and agency initiatives that connect visitors to the vast resources available at NYC Parks.
Major Responsibilities
- Reporting to the Assistant Commissioner for BDSE and with wide latitude for the exercise of independent judgment and initiative, plan, supervise, implement, coordinate and evaluate all administrative programs within the division.
- Identify emerging BDSE issues and opportunities for efficiencies and lead the planning, coordination and implementation of strategic Division-wide and intra-divisional priorities and initiatives including project management, analysis and reporting. Serve as Division's primary liaison for Agency-wide programs.
- Plan and coordinate human resource activities including recruitment, hiring, onboarding, and performance evaluations. Monitor headcounts, vacancy reports and personnel changes. Develop, participate in and lead when appropriate professional development activities and serve on BDSE Executive Team.
- Serve as primary division liaison with Personnel, Budget, Payroll and Timekeeping, Benefits, Labor Relations,
- Health and Safety, Facilities Management, Fleet Services and Diversity, Equity, Inclusion and Belonging (DEIB) offices and serve as Division EEO Officer.
- Manage the Agency’s portfolio of public WiFi engagements and requests for use of Park assets for mobile telecommunication proposals including but not limited to evaluation of proposals, internal and external relationship management, future business development opportunities and implementation of projects.
- Oversee and monitor division budgets and coordinate all purchasing including tracking of annual budgets and
- budget expenditure analyses, and draft Divisional new need requests.
- Manage complex jobs and projects that require prompt attention and resolution. Represent the Agency and division leadership at meetings, hearings, large-scale special events conferences and other venues. Communicate clearly and effectively with all levels of management.

MOVEMENT IN THE FACE OF CIVIL SERVICE LISTS IS PROHIBITED UNDER CIVIL SERVICE LAW.
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
1. Detailed knowledge of agency structure and government operations understanding of the mission and business of urban park planning and natural resource management. 2. Excellent administrative, supervisory, analytical, technical, writing and proof-reading skills. 3. Excellent project-management skills, including organization, discipline, attention to detail and follow-up. 4. Excellent communications skills and expertise in communicating relevant messages to right audience, including technical information. 5. Valid New York State driver license.
