Facilities Management manages, maintains, and operates 55 City-owned court and office buildings totaling more than 15 million square feet. These buildings are located throughout the City and include City Hall, the Manhattan and Brooklyn Municipal Buildings, and the Borough Halls. As the landlord, Facilities Management provides base building services to keep these buildings fully functional and operational through seven units: Building Services, Contract Services, Energy Management, Fire and Life Safety, Mechanical Maintenance & Operations, Operations, and Budget.
The budget unit provides financial management of FM’s $45+ million Other Than Personal Services (OTPS) and $80+million Personal Services (PS) Budget.
- Monitor the 45+ million dollar Facilities OTPS (non-personnel) budget comprised of multiple City, State, and Intracity Funded Budget Codes;
- Review and process payments requisition as needed in compliance with Division, Agency and City procedures;
- Ensure payments are processed quickly and accurately, following A&A and EAO guidelines;
- Encumber funds in the appropriate contracts and track that the funds are spent within the fiscal year approved;
- Provide leadership and guidance to budget team
- Work with the Executive Director of Budget and act as backup for the following tasks:
- Work with units to forecast yearly spending, including creating and submitting new needs for budget plans;
- Responsible for all budget-related policies and procedures for Facilities Management;
- Serve as the liaison between Facilities Management and other agency support services including Fiscal & Budget Management, the Office of Citywide Procurement, Engineering Audit, and
General Counsel;
- Serve as the primary liaison between Facilities Management Budget and the Office of the Executive Deputy Commissioner;
- Submit Expense New Needs for the November, January and April Plan. Verify that all written submissions and total amounts requested for each Units new need are accurate;
- Acts as a key liaison with Agency offices, Engineering Audits, Audits & Accounts, and Fiscal & Business Management;
- Respond to inquiries from FBM and OMB
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Expert analytical and problem solving skills - Experience mediating among groups with competing perspectives - Ability to disseminate information, evaluate facts, determine alternative solutions to problems, and reaches sound management and business decisions - Significant experience working with Microsoft Office Suite, including Excel - Working knowledge of local laws, regulations, and guidelines related to the position - Strong interpersonal skills and ability to interact with stakeholders at all levels - Knowledge of data systems such as FMS, PASSport - Demonstrated track record for flexibility and urgency in prioritizing and organizing projects including flexibility with prioritization and planning when unexpected events occur.
