The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to personal, sales, and use taxes. Its Enforcement Unit conducts audits of taxpayers who are potentially evading compliance with City tax laws and rules. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

An excellent promotional opportunity is available in the Tax Audit and Enforcement Division for an experienced and highly organized individual to serve as Director in the Metro Sales Tax unit. The selected candidate will oversee the management and operation of several groups of auditors and supervisors responsible for conducting tax audits of varied complexity.

The responsibilities include, but are not limited to, the following:

- Oversee, direct and prioritize Sales Tax operations. Plan, organize and direct audit activities.
- Oversee the operation of tax functions. Plan, organize and direct audit activities of the unit.
- Interpret complex New York State tax laws and regulations.
- Monitor and establish procedures to enhance unit operations and performance, including, audit selection, auditing techniques, performance metrics, and application of policy and procedures.
- Lead development and implementation of new audit initiatives.
- Ensure audits are conducted in accordance with tax law, departmental policies, and procedures.
- Participate in the resolution of complex audits, monitor and plan to decrease aged and stagnant cases.
- Liaise with New York State and New York City and other divisions at the NYC Department of Finance on audit related issues.
- Act for the Senior Director of the Metro Sales Tax Unit when the Senior Director is not available.

1. A baccalaureate degree including or supplemented by 24 credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting and four years of full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity, requiring independent decision making concerning program management or planning, allocation of resources and scheduling and assignment of work.

2. High school or equivalent and 24 credits in accounting including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting and six years full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity requiring independent decision making concerning program management or planning, allocation of resources and the scheduling and assignment of work.

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 24 credits in accounting from an accredited college including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting. Appropriate education may be substituted for the general tax related auditing or tax accounting experience (but not for the 18 months of administrative or managerial experience described above) at the rate of one year of college for six months of experience up to a maximum of four years college for two years of experience. A master's degree with a major in accounting, auditing or taxation may be substituted for an additional year of the general tax related auditing or tax accounting experience. In all case, all candidates must have at least 18 months of tax related auditing or tax accounting experience in an administrative or managerial capacity.

- At least 9.5 years of tax auditing experience including at least 2 years as an Assistant Director, or 2 years in a managerial position in a tax audit environment and 2 years in a supervisory capacity in a tax audit environment. - Demonstrated ability to audit and resolve complex tax audit issues in the Metro Sales Tax area. - Excellent knowledge and expertise of tax laws, regulations, audit guidelines and related court cases. - Excellent written and verbal communication skills. - Strong organizational and leadership skills. - Excellent knowledge of CARTS, ACMS, AFE, e-MPIRE, CISS, ARIA, SLMS and COGNOS. - Positive interactions with BCMS, Office of Counsel and FAM Transaction Tax. - A strong working knowledge of MS Office is required.
