hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Staff Analyst M-4 to serve as Director of the Management Services & Budget Directorate. Under direction, of the Deputy Commissioner, Water Supply they will oversee the Management Services & Budget (MS&B) Directorate. Their primary work location will be at one of the following: Kingston, Valhalla, or Grahamsville while maintaining a satellite office at the other locations.

The MS&B Directorate is responsible for four divisions: Human Resources; Contracting, Procurement and Budget; Facility and Fleet Services; and Employee Services. The selected candidate will serve as the Bureau Administrator and will be responsible as liaison to the Agency for Organizational Development and Human Resource program initiatives. They will manage staff responsible for bureau-wide personnel resources, capital, expense and personnel services budget, procurement and contracting, upstate facility and fleet services, and employee services. Specifically, the Director will be responsible for the following:

- Management and effective coordination of the Bureau’s Other Than Personnel Services (OTPS) Budget, currently more than $300 million.

- Procurement of goods and services, in accordance with Procurement Policy Board (PPB) Rules, to ensure the Bureau has all the adequate resources to effectively operate the water supply.

- Coordination of the Bureau’s new needs request for staff enhancements and expense budget funds as well as preparation and submission of staff reduction plans (PEG cuts) for the Office of Management & Budget.

- Management of the Bureau’s Personnel Service (PS) Budget, approximately $80 million, with an authorized headcount in of 1,042 employees.

- Management and direction of the Bureau’s Human Resources functions including recruitment, hiring, benefits, payroll & timekeeping, retirements, terminations, grievances, disciplinary and interpretation and clarification of personnel practices, laws, rules, directives and/or negotiated agreements.

- Supervision and Coordination of the Bureau’s Fleet facilities to ensure maintenance and cyclical replacement for over 500 vehicles and pieces of equipment for the Bureau.

- Oversight of responsibility of all Bureau facilities throughout the 2,000 square mile watershed ensuring compliance, to include telecommunications, furniture, energy need, and relinquishments.

- Formulation of and recommendations to the Deputy Commissioner regarding development and implementation regarding Bureau-wide administrative policies.

- When designated, represent the Deputy Commissioner at staff meetings and conferences.

- Coordination and consultation with other Directorates in the Bureau, Agency, and other City Agencies

- Ability to effectively manage critical projects within tight timeframes and deadlines while maintain professional composure.

- Previous experience in managing a large, diverse organization, over a large geographic area.

- Professional experience representing on behalf of an organization and servicing as a liaison to stakeholders and agencies.

- Delegation of work while being proactive to ensure project completion in a timely manner.

- Strong organizational and time management skills.

- Driver’s license valid in the state of New York, maintained for the duration of employment.

- Ability to travel throughout the 2,000 square mile watershed and New York City.

- Working knowledge of Microsoft Office Suite programs

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
