The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Under the executive direction of the Chief Information Officer (CIO), and operating with latitude for independent initiative, judgment, and decision-making, the ITS Workforce Strategy and Planning Director will lead enterprise-level organizational development efforts, oversee complex analytical projects, and provide strategic consultation on workforce planning, staff optimization, and operational effectiveness.
Information Technology Services (ITS) is recruiting for one (1) Administrative Staff Analyst (NM) 1, to function as Director, ITS Workforce Strategy and Planner, who will;
- Coordinate with senior leadership on organizational and staffing initiatives of high sensitivity and impact.
- Lead and manage analytical projects to optimize ITS resource allocation, technology operations, and service delivery; direct the preparation, implementation, and evaluation of ITS operational strategies.
- Serve as a key advisor to the Deputy Commissioner, CIO, and Deputy CIO on matters related to IT operational performance, strategic resource planning, and technology service optimization.
- Develop and maintain agency-wide tools, dashboards, and data models to monitor position control, vacancy trends, hiring progress, and organizational performance against benchmarks and liaise with OBA, ACCO, and OTI to align budgetary and contractual planning with ITS workforce needs and ensure sustainable staffing models.

ADMINISTRATIVE STAFF ANALYST ( - 1002A
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Experience leading large-scale workforce planning, organizational development, or staffing optimization initiatives within a complex IT environment. - Strong analytical skills with the ability to develop dashboards, data models, and workforce metrics using tools such as Power BI, Tableau, or ServiceNow Analytics. - Demonstrated ability to evaluate IT operational performance, resource utilization, and service delivery effectiveness, and to recommend strategic improvements. - Strong understanding of IT organizational structures, ITIL/ITSM processes, and technology service management frameworks. - Experience coordinating directly with senior leadership (CIO, Deputy Commissioner level) and managing sensitive, high-visibility initiatives. - Ability to work effectively with OBA, ACCO, OTI, HR, and other oversight partners to align staffing plans with budget, contracts, and agency priorities. - Knowledge of NYC budget processes, headcount/position control, capital vs. expense funding, and consultant-to-employee staffing models. - Exceptional written and verbal communication skills, including preparing executive-level briefings, strategic memos, and presentations. - Proven ability to lead change-management efforts, influence without authority, and operate independently with discretion and sound judgment.
