Job Description
The Special Repair Department provides essential and specialized services that support the maintenance and operation of NYCHA’s developments. The department is responsible for painting common areas and centers as part of the Lead Action Plan as well as overseeing the various other initiatives: Floor Restoration Initiative, Playgrounds Inspection and Repairs, Fire Job Restoration and assist with various other special initiatives as needed.
The successful candidate will ensure that staff has the knowledge, skills, tools and resources to carry out the supervisory and management roles in a manner that meets or exceeds all NYCHA painting standards and metrics are met. This individual has primary responsibility for ensuring team-wide adherence to NYCHA quality standards and performance goals, as well as NYCHA standard operating procedures. The Director will also provide guidance, coaching and support as needed to help staff identify and overcome obstacles.
Reporting to the VP of Technical Services, the responsibilities of the Director include, but are not limited to the following:
- Monitor project timelines/activities and spot check work for corrective work in Public Space Painting.
- Monitor and review all areas of Paint Administration to ensure compliance with Housing Authority policies.
- Analyze various reports related to work orders, staff productivity and timelines related to special initiatives.
- Monitor contract budgets and capacity; ensure timely request for replacement contracts.
- Spot check field operations, contractor work activities/compliance and conduct inspections.
- Provide training and guidance to supervisory staff; review statistical reports; make recommendations for improving operations.
- Establish and maintain performance parameters for each unit.
- Diagnose problems, evaluate and develop alternative courses of action with an objectives and time frames. Recommend an effective solution with documentation of analysis and results.
- Analyze complex data and make recommendations for improvement.
- Serve as a subject matter expert for contracts and assist in forecasting operating and capital expenditures.

ADMINISTRATIVE SUPERVISOR OF B - 10035
1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
1. Excellent conceptional, organization, and analytical skills. 2. Strong interpersonal skills and ability to interface with various levels of staff and external contacts to include good conflict resolution skills. 3. Ability to work under stringent deadlines, manage multiple assignments and handle sensitive information. 4. Knowledge of HUD Lead Safe Housing Rule and EPA RRP guidelines
