The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and child care services. The Administration for Children’s Services (ACS) protects and promotes the safety and well- being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.
The Office of Research and Analytics (ORA), within the ACS Division of Policy, Planning, and Measurement (DPPM), conducts routine and ad-hoc data analysis and reporting, to support and evaluate system improvement efforts, conduct quality assurance, monitor contractors, and meet reporting mandates.
Under the direction of ORA’s Assistant Commissioner, with wide latitude for independent initiative, The Director of Data, Reporting, and Analytics, will lead the ORA data management and reporting work, and provide data and analytical expertise to the DPPM executive leadership team.
Responsibilities of this position include:
- Lead and supervise a team of data analysts.
- Collaborate with ACS Divisions to jointly address policy and planning issues as they relate to initiatives within Administration for Children’s Services.
- Conduct qualitative and quantitative data analyses and report development for all ACS divisions as well as externals stakeholders.
- Design SQL/R queries to directly query and analyze internal and external data sources.
- Provide timely, valuable solutions for ad hoc analyses via SQL/R with a focus on detail on crafting scripts that can be easily manipulated and automated to efficiently address similar future analyses.
- Perform extensive data validation/quality assurance analysis within large datasets, filter, and clean data, and troubleshoot and resolve data issues. Analyze data results and identify patterns and trends in data sets.
- Draft/edit comprehensive reports in statistical and narrative forms in order to provide a written summary of results and recommendations.
- Manage and respond to inquiries and provide technical assistance to internal colleagues regarding data requests. Participate in ongoing dialogues with data scientists, IT, and management in order to stay on track and identify any opportunities or room for development.

COMPUTER SYSTEMS MANAGER - 1005D
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
Critical to this position are strong analytical thinking and data analysis skills. The preferred candidate should have: 1. A minimum of 3 years of supervisory experience leading and managing analytical staff, with a proven ability to guide and develop team members. 2. Advanced proficiency in SQL/R coding, with extensive experience working with relational databases to extract, manipulate, and analyze large datasets. 3. Strong expertise in report development and data analysis, with a focus on delivering actionable insights. 4. Ability to communicate complex data findings clearly and effectively to both technical and non-technical stakeholders. 5. Familiarity with data management tools and reporting software, such as Tableau, Power BI, or similar platforms is preferred but not required. 6. Excellent problem-solving skills, with the ability to approach challenges creatively and with a focus on results. 7. Strong organizational skills, with the ability to manage multiple priorities and meet deadlines in a fast-paced environment. 8. A background in child welfare policy and operations is preferred but not required.
