Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $115,131.00 - $122,000.00.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Office of the First Deputy Commissioner (OFDC) plays a significant role in implementing agency goals and carries out ACS’ mission to foster a collaborative, community-based, integrated approach to child and family safely, permanency and well-being. The First Deputy Commissioner serves as the Commissioner’s senior delegate and represents the Commissioner when necessary. The Office of the First Deputy Commissioner includes the Nicholas Scoppetta Children’s Center (NSCC), Office of Public-Private Partnerships, Office of Equity Strategies, Office of Child and Family Health, Faith-based Services, Senior Advisor for Medicaid Redesign, and Parent Advocacy Council.
The Office of Equity Strategies (OES) was founded in 2018 and is part of the Office of the First Deputy Commissioner. OES supports work to promote equity and reduce disparity based on race, gender identity, gender expression, and sexual orientation throughout the agency. It leads agency wide initiatives and serves as an in-house resource, providing technical assistance on the development and implementation of equity centered strategies. There are two programmatic units: Race Equity Strategies and LGBTQAI+ (lesbian, gay, bisexual, transgender, queer, questioning, asexual, agender, intersex) Equity Strategies.
The Director of Fatherhood Engagement and Interagency Affairs within the Office of Equity Strategies will report to the Executive Director of Equity Strategies. The Director will provide expert support and leadership on fatherhood engagement informed practices across ACS divisions. At times, the Director may work non-traditional hours to support community-based events.
The tasks and responsibilities of the Director will include but not limited to:
- Lead and manage fatherhood initiatives to strengthen case practice and encourage integration and enhancement of father’s involvement in services and supports
- Provide consultation to ACS divisions regarding best practices for engaging fathers and spreading awareness about resources available for fathers
- Engage stakeholders from parent advocate groups and community and faith-based organizations to develop joint initiatives as it relates to fathers and their children
- Coordinate services and develop joint initiatives with a goal of maximizing services to children, families and to a culturally diverse male population
- Develop joint initiatives with the Department of Education, Department of Social Services, Department of Youth and Community Development and other sister agencies to promote positive outcomes for youth through building partnerships with fathers, father figures and other stakeholders
- Manage participation of ACS and contract provider agencies in Dads Take Your Child to School Day (DTYCTSD) and other fatherhood engagement events
- Represent ACS during various interagency collaborations
- Monitor process and programmatic outcomes specific to ACS Fatherhood Engagement Office
- Manage data collection of trends, events held, fathers being engaged and other relevant information that will support the goals of the office
- Recruit faith-based leaders to participate in agency sponsored fatherhood initiatives
- Coordinate public forums and trainings seminars in diverse venues to educate NYC communities about the efforts of the Fatherhood Engagement Office and other ACS services
- Coordinate with the Office of Workforce Training and Development to serve as a subject matter expert on developing content related to fatherhood engagement

ADMINISTRATIVE STAFF ANALYST - 1002E
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
