The Division of Youth and Family Justice (DYFJ) Close to Home Unit is responsible for monitoring program performance and providing improvement guidance to ACS’ contracted juvenile justice provider agencies in the interest of improved outcomes for youth and families. Director of Overnight Juvenile Justice Program Monitoring will oversee of a number of residential Juvenile Justice Programs and be responsible for assessing, monitoring, and providing technical assistance to support the ongoing safety, security, and performance of provider agencies. Oversight may involve a variety of programs including Non-Secure Placement (NSP), Limited Secure Placement (LSP), and Non-Secure Detention (NSD).

Reporting to the Executive Director of Overnight Juvenile Justice Program Monitoring and Incident Review Management (CTH), the Director’s responsibilities include, but are not limited to:

- Oversee DYFJ CTH operations related to quality assurance and performance, including conducting site inspections, writing reports, providing support and technical assistance to staff members who monitor services, deliverables, and overall performance of contracted residential, aftercare and community-based provider programs.
- Assist with the Division’s effort to create a structured monitoring system and performance evaluation process for all juvenile justice programs with particular attention to creating business processes to conduct unannounced overnight visits to ensure the safety of our youth.
- Develop and manage protocols, and schedule to insure overnight unannounced site inspections are conducted as the necessary frequency.
- Identify opportunities to enhance safety and improve program oversight and escalate issues to senior leadership.
- Assist in Division-wide implementation of priority initiatives.
- Assist DYFJ staff and contracted providers in using data to manage and inform decisions, including, but not limited to, guiding staff in the development of meaningful performance indicators,
- Educate providers on how to use data to inform program improvements and conducting a system gap analysis about data and measures.
- Promote the efficient use of ACS resources by holding providers accountable for required contract deliverables, including placing underperforming juvenile justice programs on heightened monitoring or corrective action status.
- Consult and provide technical assistance to agencies to improve practice and making recommendations relating to agency performance.
- Contribute to Vendex scoring for DYFJ contracts and the Office of Children and Family Services oversight related to juvenile justice contracts.
- Ensure and conduct regular visits (often during the overnight shift) to all facilities, including as applicable conducting interviews with clients and staff, to promote successful monitoring of program performance and outcomes.
- Represent CTH at meetings and maintaining strong partnerships and forging new partnerships with the vast array of juvenile justice service providers.
- Promote and ensure close coordination with Agency Program Assistance (APA) unit and other teams across and outside of the Division to support program oversight and technical assistance. - Assist in the revision of NSP and LSP Quality Assurance Standards to ensure alignment with Close to Home policies.
- Identify system-wide areas for improvement (supported by data) and assisting in the coordination of workgroups aimed at streamlining current processes and generating effective solutions for ongoing issues.
- Provide ongoing consultation on juvenile justice policy decisions and practices and making recommendations as necessary.
- Perform other duties as assigned by the Executive Director of Overnight Juvenile Justice Program Monitoring and Incident Review Management.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience conducting investigations to identify or gather evidence of criminal activity or fraud, or to verify or evaluate qualifications of persons for employment or licensure, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or
2. An associate degree or 60 credits from an accredited college and six years of satisfactory full-time experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent and eight years of satisfactory experience as described in "1" above; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
