The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS seeks a Human Resource Director to oversee Human Resources functions that supports the Bureau. This position will report to the Program Management Officer (PMO)/ Director of Administration.
Duties will include but not limited to:
Responsible for a team of HR professionals who support a Bureau of approximately 400 staff. Review work of supervisees for effectiveness, efficiency, and compliance with established rules and guidelines.
Oversee recruitment and hiring of staff, on-boarding and off-boarding employees, developing, maintaining, and implementing HR policies, maintaining employee records, and supporting employee records, and supporting employees' access to agency and citywide benefits.
Provide strategic input to PMO and Bureau leadership on all HR areas to support inclusivity, fairness, efficiency, and transparency in workforce management for the Bureau.
Responsible for staff who track and share HR-related information with BHHS Programs, including the status on recruitment/hiring processes and agency or division level policies.
Work with staff and supervisors to resolve complex employee and labor relations issues or other sensitive personnel matters.
Design, manage and oversee implementation of a staff training plan to increase awareness of core human resource policies, including professional advancement and navigating the New York City Civil Service process.
With support from the Racial Equity and Social Justice Initiatives Programs, proactively adapt HR policies, procedures, and communications in line with the Bureau's commitment to equity; uses judgement to elevate equity issues to the appropriate departments.
Timekeeping and responsible for staff who manage timekeeping responsibilities for the staff of the Bureau, including timeliness of submission and troubleshooting any issues.
Responsible for staff who monitor and ensure that staff follow all agency-required trainings and certifications.
Design, manage, and oversee implementation of a Professional Development plan for the Bureau that includes input from stakeholders.
Oversee the travel desk, working with staff to ensure travel requests follow City and agency travel policy, and working with program and unit directors to ensure staff have equitable opportunities for conference attendance and travel.
Liaise with other Agency Bureaus and Divisions as needed (such as Equal Employment Office and labor Relations).
In collaboration with Bureau leadership, support general community building and workplace culture through supporting staff events, retreats, and employee awards, etc.
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
At least 5 years of Human Resources Experience. Demonstrated expertise in City Human Resources procedures and processes. Multicultural competence, demonstrated commitment to promoting racial and gender equity. Experience as a manager with strong leadership qualities and decision-making responsibilities. Experience working and communicating with a diverse array of stakeholders. Outstanding interpersonal skills and exceptional communication skills. Commitment to enhancing workplace culture through promoting transparency, fairness, respect, and compassion. Experience implementing creative solutions and problem solving to address complex bureaucratic challenges. Highly organized and detail-oriented. Able to work independently, and with maturity, poise, and exceptional judgement. Able to multitask in a fast-paced, high-volume environment. Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint. Experience organizing, managing, and reporting sensitive personnel data for various internal audiences. Familiarity with NYC Union rules and regulations as they relate to HR. Well-versed in leave policies and other agency and citywide benefits.
