Job Description

New Functional Title is Senior Director, Human Resources Information Systems (HRIS)

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

-Under the direct supervision of the Assistant Commissioner of Human Resources, prepares the agency’s OMB Bi-weekly Spreadsheet documenting all Bi-Weekly PAR requests for the related period in anticipation of the Budget Unit’s submission of said PAR requests to the NYC Office of Management and Budget (“OMB”). -Under the direct supervision of the Assistant Commissioner of Human Resources advises and assists Sr. Director of HR and Human Resource Transaction Unit personnel with monitoring PAR submissions in STARS and NYCAPS. -Advises A/C of Human Resources and Sr. Director of Human Resources regarding the status of all agency personnel actions. -Provide responses to OMB inquiries related to HR procedures and HR related PAR activity. -Conduct necessary research to complete the OMB spreadsheet and respond to further inquiries in the facilitation of PAR/ePAR approvals. -Responsible for the maintenance of the HR/FM Master Tracking Spreadsheet and monitoring of all agencywide personnel actions in the tracking sheet. -Responsible for the daily reconciliation of STARS and CHARMS Cost Allocations, and STARS and NYCAPS implementations (Work Unit, Position IDs, etc. Changes). -Human Capital Liaison with agency’s Financial Management and Budget Units to obtain relevant information to process personnel implementation changes including, but not limited to, work unit, budget code, funding streams etc. -Assist Human Capital Executive Staff in responding to Division Senior Leadership’s personnel action inquiries and related inquiries. -Assist in the creation of HR related Standard Operation Procedures (SOP). -Manage special projects and perform other related duties as assigned

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

- Knowledge of PMS, PRISE, NYCAPS, CHRMS, LRS, Smart Recruiter, and WCS. - Proficient in Microsoft Outlook, Word, Excel, PowerPoint, and Adobe. - Must be organized and work well under pressure. - Ability to maintain confidentiality and a professional demeanor. - Must be able to multitask in a fast-paced environment. - Excellent communication skills, customer service skills, and writing proficiency.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
