Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The Department is recruiting for an Administrative Manager (NM) to be part of the agency’s Human Capital service-oriented HR Transactions Unit.

The candidate will report to the Executive Advisor/HR Senior Director to the Deputy Commissioner of Human Capital. The Administrative Manager will function as Director of Human Resources. The duties will include but are not limited to the following:

- Develop Standard Operating Procedures (SOPs) for the HR Transactions Unit to standardize Citywide and agency personnel and human resources protocol.

- Oversees the implementation of various internal DYCD personnel transactions between DYCD’s Operational Units including the Payroll, Budget and Fiscal Units.

- Draft agency personnel correspondence, instructions, manuals, and guides and conducting research and in-depth analysis to ensure compliance with Citywide personnel procedures.

- Conduct electronic and paper audits of personnel data for reconciliation.

- Assisting, coordinating, and facilitating Career Counseling sessions for agency staff.

- Coordinate bi-monthly meetings for Division Senior Staff regarding personnel actions, new needs and staffing concerns. Provide updates to agency Executive/Senior Staff on personnel
transactions, positions, and vacancies as requested. Advise Executive/Senior Staff on new and modified Citywide personnel policies.

- Interact with Citywide oversight agencies including, but not limited to the following: Department of Citywide Administrative Services (DCAS); Office of Management & Budget (OMB) and New
York City Automated Personnel System (NYCAPS). Interface with Human Resource Divisions at other City agencies.

- Manage special projects and perform other related duties as assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

- Knowledge of PMS, PRISE, NYCAPS, CHRMS, LRS, Smart Recruiter, and WCS. - Proficient in Microsoft Outlook, Word, Excel, PowerPoint, and Adobe. - Must be organized and work well under pressure. - Ability to maintain confidentiality and a professional demeanor. - Must be able to multitask in a fast-paced environment. - Excellent communication skills, customer service skills, and writing proficiency.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
