Workforce Development Division Description:
SBS’ Workforce Development Division (WDD) is focused on the delivery of quality employment and training services to support equity of opportunity, that leads to economic self-sufficiency and mobility for New York City's diverse communities. In support of NYC’s Career Pathways: One City, Working Together, the Division manages the adult workforce development system in New York City, which serves over 100,000 New Yorkers annually through the network of Workforce1 Career Centers.

The Division works with industry partners to identify, develop, and procure high-quality training delivered directly to job seekers so that they can obtain the skills needed for jobs in high demand. The Division supports businesses in NYC by offering training opportunities for employees and by sourcing candidates for vacant positions.


Job Description:
SBS is seeking an experienced professional to oversee the Outcome Validation Unit within the Workforce Development Division. The Division manages contracts with vendors to deliver free recruitment, job search and training services on its behalf. The Outcome Validation Unit collects information from employers and job seekers to verify the outcomes achieved by these vendors.

The Director for Outcome Validation is responsible for ensuring the integrity and validity of vendor services and hire and promotion outcomes. The Director is responsible for overseeing a team of four people who validate submissions using existing systems and protocols, and for ensuring that compensation for contract performance and milestone achievement is accurate and processed promptly. In addition, the Director will be required to review the current validation system and recommend options for improvement.

Specific Responsibilities:
- Manage a team of four people, provide oversight and management of their work to ensure quality standards
- Oversee operation of the validation system, review accuracy of validation data, and compile monthly results
- Track vendor performance and issue quarterly performance reports; identify and reconcile data discrepancies with fiscal management and/or the program teams
- Conduct various analyses of validation data including results of team calls to jobseekers
- Diagnose, address and resolve validation issues related to vendors, training providers and/or other teams
- Manage the validation team public-facing email accounts; respond to inquiries in a concise and timely manner
- Identify and recommend areas for improved system efficiency
- Oversee the NYC Eligible Training Provider List, its training providers and courses; ensure that providers meet requirements for inclusion on the list
- Manage a Pay Agent contract and oversee payment process for training providers, stipends and others
- Work collaboratively across teams, share information on findings and trends, and support management in the process of making policy decisions


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
