NYCHA is seeking a dynamic leader to serve as the Director of the newly formed Healthy Homes Administration Department. This role is pivotal in supporting all Healthy Homes Departments in budgeting, fiscal planning, procurement, and human resources-related tasks, contributing to NYCHA’s mission of providing quality housing that is sustainable, inclusive, and safe.
The responsibilities of the Director for Healthy Homes Administration Department include, but not limited to:
- Develop and oversee the Healthy Homes budget, which includes the Lead Hazard Control Department, the Office of Mold Assessment and Remediation, the Asbestos Department, and the
Office of Water Quality. The Healthy Homes budget includes several different funding sources - Federal Operations, Federal Capital, City Capital, and grant funding. Ensure alignment with
departmental goals, department’s programs and projects.
- Negotiate to obtain funding to support the Healthy Homes programs that support environmental conditions at NYCHA properties.
- Create spending reports and track encumbrances to ensure adequate expenditure and funding alignment with Healthy Homes objectives.
- Manage administrative responsibilities related to contract management, including creating releases, processing payments, and ensuring timely payments.
- Collaborate with Healthy Homes Directors and supervisors to develop contract scopes and monitor the solicitation process until bid award, working closely with Procurement and Law.

- Prepare reports and presentations on the Healthy Homes budget for both internal and external partners as needed.
- Manage a Team, assign tasks and projects to team members based on their skills and experience ensuring workload is balanced and deadlines are met.
- Represent NYCHA in meetings.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Housing Development Specialist to be considered.

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or
2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
- Strategic thinking and problem-solving skills. - Strong organizational and time management skills. - Ability to work collaboratively across departments and with various stakeholders. - Proficient knowledge in Oracle and Maximum.
