Job Description

Only applicants permanent in the NYC civil service title of 'Administrative Staff Analyst' will be considered.

The Information Technology Bureau, Fiscal Affairs Division, administers and manages the most complex budget at NYPD. Its $329M Expense, $261M Capital, and Grant budget portfolio funds day-to-day critical public safety operations and key strategic technology investments at the department.
Reporting to the Executive Director, the division is seeking a dynamic and experienced Director of Fiscal Affairs to help lead financial strategy and operations. This critical role will oversee budgeting, financial planning, procurement and resource allocation to support the Bureau’s technology strategy.

Key Responsibilities:
- Financial Leadership: Help develop and manage the IT Bureau’s expense and capital budgets, ensuring alignment with organizational goals and compliance with City guidelines and rules.
- Strategic Planning: Collaborate with management to forecast financial needs, optimize resource allocation, and drive cost-effective IT solutions.
- Oversight & Reporting: Monitor financial performance, prepare detailed reports, and present fiscal updates to stakeholders, including senior management and oversight agencies.
- Grants & Funding: Help secure and manage funding opportunities, including grants, to support IT projects and infrastructure improvements.
- Vendor & Contract Management: Help oversee procurement processes, assist with negotiation of vendor contracts, and help ensure cost-efficient agreements for IT services and products.
- Team Management: Lead a team of financial professionals, fostering a culture of accountability, innovation, and collaboration.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- Excellent leadership, organizational and communication skills. - Minimum 5 years of City central budget office experience and supervisory experience. - Strategic thinker, detail-oriented, and adept at managing complex projects in a fast-paced environment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
