The Team You’ll Work With:
The NYC Mayor’s Office of Equity (MOE) was established in 2022 and serves as New York City government’s centralized equity office. Focusing on developing critical, equity-driven strategies across our diverse communities, MOE includes the Commission on Gender Equity (CGE), the Young Men’s Initiative (YMI), and the NYC Unity Project (UP) as well as multi-agency bodies like the Pay Equity Cabinet (PEC) and the Taskforce on Racial Inclusion & Equity (TRIE).

New York City voters passed three ballot measures in November 2022 to embed racial justice in the heart of City government. The Mayor’s Office of Equity is hiring several new staff to develop and lead the successful implementation of these ballot measures and help realize a vision of racial equity in New York City.

MOE’s staff develop innovative programs, policies, initiatives, and campaigns designed to measurably reduce disparities and promote Diversity, Equity, Inclusion & Accessibility (DEI&A). As a critical part of the mayor’s efforts to build a stronger and healthier city, MOE works across City agencies and external partners to effect meaningful change. Every MOE staffer plays an integral role in our unrelenting commitment to equity.


The Problems You’ll Solve:
As a senior leader reporting to the Deputy Commissioner, you will lead and help recruit a team of up to ten Equity Planning Managers who will implement the first citywide racial equity planning process, a new mandate in our city’s Charter.

You will be responsible for providing direction and guidance to the Equity Planning Managers team. Each Equity Planning Manager will work directly with a suite of City agencies in preparing racial equity plans and meeting specific standards set by the Mayor’s Office of Equity. Portfolio agencies will rely on their Equity Planning Manager for technical assistance – managers will be trainers, explainers, and thought partners. Planning Managers will communicate guidance from MOE, and help agencies navigate any difficulty in the planning process.

You will help lead the development of the first-ever process for citywide racial equity planning, in partnership with other Office senior leadership. You will help develop the template for the process while learning from other teams that have previously completed citywide planning and measurement. You will help set planning standards and reporting standards that enable a meaningful planning process for agencies and for the public. You will help coordinate review of the planning process with necessary leaders and advisors.

You will ensure that the Office’s Planning team deeply understands the new planning process and can successfully guide agencies toward completion. You will hold agencies to high standard; the planning process will not be an exercise in minimum compliance but must be one that meaningfully moves agencies toward racial justice.
After agencies draft their plans, your team will continue working with agencies to support them in accomplishing their racial equity strategies and goals. When the Office of Equity develops policies, programs, communications, or culture products, you ensure that your team is equipped to disseminate those knowledge products and can help agencies deploy to maximum effect. You will lead the team in identifying and testing new methods for training and communicating that lead to successful agency change.

Your planning team will be the primary point of contact to many agencies on behalf of our Office. Your team’s success helps agencies appreciate the value of working with our Office toward racial equity. And your team’s quality of work will signal the Office’s efforts and standards throughout the City, and reflect upon the City’s commitment to equity.


Responsibilities:
- Supervises, mentors, and coordinates a team that liaises to all city agencies.
- Establishes practices, protocols, and tools that enable the planning team to successfully provide technical assistance and strategic guidance to portfolio agencies.
- Develops or implements any organizational tools needed to track projects, plans, or policies.
- Co-develops standards that allow the Office to assess whether agencies have successfully executed racial equity planning.
- Co-develops and implements the racial equity planning process and tailors it to portfolio agencies, with support of the planning team.
- Ensures the planning team’s success in providing ongoing support to agencies to so that agencies can meet their racial equity goals.
- Develops training vehicles to promulgate the Office’s developments in racial equity policy, programs, messaging, and ideas.
- Sets the agenda for training and technical assistance, collecting relevant materials or priorities from other Office teams.
- Sets the tone for interagency representation of the Office.


About You:
- Eight to ten (8-10) years of professional experience. This must include at least four (4) years professional experience implementing complex strategies and plans, with least one (1) year of doing it among several institutions.
- Relevant degree in public administration, business administration, public policy, or planning, etc., which can substitute for up to one to two (1-2) years of professional experience required above depending on degree.
- At least one to three (1-3) years of direct supervisory experience. This is necessary as you will be responsible for a team of up to ten reports.
- Commitment to racial equity and are willing to put in the hard work of changing agency practices.
- Experience developing and/or instituting complex planning processes.
- City government experience is a strong plus, but experience leading planning is most important regardless of industry.
- Ready to lead a team of people who have management skills and demonstrated ability to provide technical assistance, because of your own extensive experience and strategic ability.
- Demonstrated experience setting an agenda and strategy for your team and holding them accountable for success.
- Troubleshoot relationships for your team as they build them with portfolio agencies.
- Comfortable changing strategies on short notice and adapting to changing circumstances.
- Capability to prioritize tasks and undertake several critical projects at one time.
- Demonstrated commitment to diversity, inclusion, equity, and accessibility.
- Prior lived and/or work experience in communities facing historical oppression will contribute to your ability to help the office meet its racial justice mission.
- Demonstrated commitment, competency, and familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, and/or Pacific Islander communities in New York City, or other marginalized groups.
- Excellent interpersonal skills, a strong ability to work well with others in a diverse team environment, and an enthusiastic work ethic.


Salary:
The City of New York Office of the Mayor’s compensation package includes a market competitive salary and exceptional benefits. Our cash compensation range for this role is $100,000-$120,000. Final offers may vary from the amount listed based on candidate experience and expertise, and other factors.

Minimum Qualifications

1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
