The Elevator Unit ensures the operational safety, reliable service and lawful use of vertical transportation devices throughout New York City, that include: Elevators, Escalators, Amusement Rides, Personnel Hoists, Dumbwaiters, Material Lifts, Wheelchair lifts, Conveyors, and other related devices. The Elevator Unit ensures the safe installation and operation of vertical transportation devices and related equipment by performing inspections and audits.
The Director of Elevators will be responsible for managing inspectorial staff in the Elevator Unit and for code related matters affecting vertical transportation devices. Reporting to the Assistant Commissioner of Central Inspections, the selected candidate will be responsible for:
- Maintaining the overall status of activities within the unit, identify problem areas, and taking corrective actions such as; rescheduling and reallocating resources
- Managing personnel related activities including conflict resolution, employee assistance, training, CityTime, absence control and other personnel related requests
- Developing training programs; and reviewing new technology, products, and proposed code revisions affecting vertical transportation devices
- Providing specific code guidance to manufacturers, design and construction professionals, establishing final approval of contested code issues
- Managing projects and other initiatives to improve the inspectorial operations of the Elevator Unit; managing the compliance and office operations functions within the unit
- Improving the operational systems, processes and policies that support the organization's mission; specifically, to support proactive safety approach, better management reporting, information flow and management, business process and organizational planning
- Analyzing, reviewing and taking action on performance data and making recommendations for improvement
- Working directly with executive level staff to identify operational problems and provide recommendations for improving the day to day operations and enhancing service delivery; prioritizing assignments; and successfully implementing special projects and safety sweeps
- Preparing for long term planning, including an initiative geared towards streamline efficiency, transparency, and potential operational impacts due to anticipated code changes
- Maintaining excellent customer service by monitoring the quality and timeliness of the professional responsiveness by staff to customers; via phone, email and correspondence inquiries. Guiding communication improvements to the Department's website and implement tools to improve self -service options for industry seeking information
- Liaising with Filing Representatives, Professionals, Homeowners, other agencies, and other industry organizations as required to resolve technical/code related issues
- Guiding the development of technological enhancements that support the program's mission in collaboration with the Information Technology as well as other units in the agency as needed.
- Collaborating on technical and operational issues with other Central Inspections Division units
- Collaborating with Asset Management unit on unit's facility improvements
- Working with the Human Capital Unit to identify, interview, hire, promote, transfer and/or terminate staff including processing and/or approving all personnel actions required for efficient and quality borough office operation
- Other tasks as directed by the Assistant Commissioner of Central Inspections

- Knowledge of NYC Buildings Code, ASME code, and relevant Reference Standards and other Laws and Regulations enforced by Department
- Extensive technical background in vertical transportation systems
- Familiarity with manufacturers, equipment of any age, and a broad array of contacts in the field
- Must have excellent public speaking skills and the ability to train others in code related matters
- Ability to handle multiple projects/tasks simultaneously in a fast-paced environment
- Strong leadership, analytical and management skills - prior experience managing staff
- Strong customer service and communication skills
- Microsoft Suite (Excel, PowerPoint, Outlook, Project, Visio, etc.)
Additional Information
In order to be considered for this position, at least 2 years of experience as described in the minimum qualification requirements must be in elevators and/or other vertical transportation systems, including the at least 18 months of experience which must have been in a managerial or administrative capacity.

1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or
2. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or
3. Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
