The EFT/CLM Unit was created at the behest of the Commissioner and the EFT Executive Steering Committee after analysis determined that HRA sends over 100,000 paper checks to landlords each month. In an effort to provide enhanced customer service to landlords, to increase efficiency and reduce agency cost, a phased implementation has been planned to enroll the majority of HRA landlords to be paid via EFT in lieu of paper checks. The unit is principally responsible for the accuracy and timeliness of these payments as well as coordination with all programs areas and FIA to troubleshoot payment processing issues, facilitate resolution as well as landlord communication.
Under general direction, with wide latitude for independent judgment, the Director is responsible for the overall management and direction of the Electronic Funds Transfer/Centralized Landlord Management System Unit (EFT/CLMS).
HPA EFT/LMU is looking to recruit for one (1) Administrative Director of Social Services NM II to function as Director, EFT/LMU, who will:
- Be responsible for the agency-wide project management of the Centralized Landlord Management System (MIS), and in collaboration with vendors and senior leadership within MIS, will develop, test and implement the Centralized Landlord Management System, a multi-year build out of the interim LEDDS (landlord payment system).
- Participate in iterative strategic planning with the Assistant Deputy Commissioner, EFT Executive Steering Committee and program directors to develop the agency-wide, phased plan for mass enrollment of HRA landlords and the subsequent roll-out of EFT payments for all subsidies and cash assistance payments.
- Conduct ongoing program and staff development assessment to mitigate any procedural and operational weaknesses; and conduct operational audits to ensure quality assurance and fraud controls within the program and across the EFT integrative financial system.
- Coordinate with leadership of Bank of America, FIA and finance to troubleshoot any issues with payments and develop, along with Mis leadership and contractors, future systemic corrective action as necessary.
- Direct and supervise the Deputy Director of EFT/CLMs including the development and implementation of departmental policies and procedures, timely reporting and reconciliation of payments, as well as performance evaluation and progress toward strategic plan milestones.
- Develop and implement comprehensive staff training and customer service protocols necessary to be responsive to issues fielded through the EFT landlord hotline or correspondence.
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
