Division Description

SBS’ Workforce Development Division is focused on the delivery of quality employment and training services to support equity of opportunity, that leads to economic self-sufficiency and mobility for New York City’s diverse communities. The Division works with the industry partners to identify, develop, and procure high-quality training delivered directly to job seekers so they can obtain the skills needed for jobs in high demand. The Division supports businesses in NYC by offering training opportunities for new and incumbent workers and by sourcing candidates for vacant positions.

Job Description

SBS is seeking a Director to oversee its Customized Training program. The Director, reporting to the Executive Director of Employer Based Training, will be responsible for the overarching strategy and full implementation of the Customized Training program, which includes dispersing $1 million dollars annually to small businesses investing in upskilling their workforce. The Customized Training program facilitates training for nearly 500 employees annually and is unique in its approach to meet both individual business needs and the City’s economic recovery and development goals. The Customized Training Director will be responsible for liaising with prospective business applicants and awardees; ensuring the fidelity of all Customized Training projects; and providing guidance and leadership on overall program strategy. The Director’s responsibilities will include, but not be limited to, the following:


*Identify opportunities for improvement and innovation in the Customized Training program based on quantitative and qualitative data, and towards the overarching goals of improving quality of life for New York City residents and supporting businesses and the City’s economy recovery and development goals.

*Improve the Customized Training program’s outreach, application, and evaluation processes to increase the number of businesses that apply, the quality of their proposals, and the number of businesses that the Customized Training program ultimately supports.

*Oversee and guide the development of a staff of up to four Program Managers and Senior Program Managers responsible for the direct management of active Customized Training projects, which includes relationship management as well as technical assistance, contract management, budgeting, compliance, and outcome tracking.

*Implement new strategies to help NYC businesses provide training to their workforce.

*Refine and strengthen the definition(s) of success and the tracking metrics for the Customized Training program in order to best communicate program outcomes for internal and external stakeholders.

*Build and maintain relationships with internal units and external partners in order to effectively promote the Customized Training program and cross-sell business services.

*Manage the program’s budget and associated spending and projections.

*Oversee the development and implementation of additional incumbent worker training programs.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.

*The ability to combine attention to detail with a clear understanding of overarching goals. *Experience in planning, implementing and managing projects involving diverse stakeholders and complex funding streams. *The ability to know your audience and communicate accordingly, both verbally and in writing, with a diverse array of internal and external stakeholders. *Outstanding analytical, problem solving, and creative thinking abilities. *Commitment to ongoing leadership development. *The ability to organize and drive projects to timely completion in a fast-paced entrepreneurial environment. *Proficient with Microsoft Office applications, including Excel, Access, Word and PowerPoint. Familiarity with Visio or Adobe Acrobat preferred.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
