JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Facilities Management Division (FMD) administers and supervises the maintenance of Department buildings, identifies and implements capital projects involving facility management, and exercises management control over the Building Maintenance Section, Campus Management Section, and the Custodial Services Section.

Under the director of the Executive Director, Building Operations, the Director of Custodial Services will be responsible for overseeing a large staff of custodial and maintenance personnel engaged in all aspects of maintaining the cleanliness of all Precincts, Borough Offices, the Police Academy Facility, and Police Headquarters. The Director will manage and supervise civilian staff responsible for the day-to-day operations of the Department's Custodial Units, which entails supervising, directing, and training subordinates in cleaning facilities, ensuring all facilities have adequate supplies, ensuring that floors and carpentry are kept clean, debris and snow are removed, and pavement is salted around the facilities. The Director will also be responsible for monitoring and inspecting areas where repairs and maintenance are needed, ensuring cleaning supplies and equipment are stored properly, and updating stock supplies when necessary. In addition, the Director will also coordinate work with vendors, establish and implement processes and controls to ensure agency compliance with applicable City, State, and Federal guidelines, and ensure compliance with Departmental rules and regulations. The Director will play an important role in the development, formulation and implementation of programs, policies and procedures related to the Department's major capital construction projects and the maintenance, repair, and renovation of all Police Department facilities.

Minimum Qualifications

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
