The Compliance & Contract Monitoring Office (CCM) is responsible for maintaining DSS-HRA-DHS compliance and integrity oversight of its various programs.
Within CCM, the Compliance Office is tasked with creating and encouraging an agency-wide culture of ethics and integrity. The Compliance Office aims to foster employee trust and pride in the workplace; improve services and benefits for HRA participants; and increase awareness and consciousness of ethics and compliance issues through training. The Compliance Office works to ensure that the New York City Department of Social Services (DSS)/Human Resources Administration (HRA) complies with DSS-HRA policies and procedures; applicable federal, state and local laws, rules and regulations; agency priorities; and lawsuit settlement conditions. In addition, the Compliance Office conduct risk assessment of DSS/HRA programs.
The Compliance & Contract Monitoring Office is recruiting for (1) Administrative Staff Analyst NM II to function as the Compliance Director, who will:
- Assist the ADC in maintaining all compliance/integrity initiatives throughout I-IRA. Maintain strategies for monitoring and controls to ensure compliance with all applicable federal and state laws as well as any other compliance related issues. Offer guidance to senior management staff on agency wide compliance issues and activities. Establish goals and measures accomplishments in conjunction with senior staff.
- Manage special projects created and designed to enhance the operational and administrative activities of HRA regarding compliance issues. These may include working with the Family Independence Administration (FIA) to address integrity concerns, working with the Office of Human Resources Solutions (HRS) to create global strategies to enforce disciplinary standards and prevent worker fraud; and coordinating with the Department of Investigation (DOI) when necessary.
- Assist the ADC in developing and coordinating a multifaceted educational and training program that focuses on the elements of the compliance program. Institutes and maintains an effective compliance communication program for the organization, including promoting: (a) use of the Compliance Hotline; (b) heightened awareness of Standards of Conduct; and (c) understanding of new and existing compliance issues and related policies and procedures.
- Supervise and provide strategic direction to a team of analysts who support the C&M's compliance efforts by reviewing policies and procedures. The team investigates and reports their findings to management for further consideration and corrective action.
- Maintain cooperative relationships with high level managers in all areas of HRA to enhance mutual goals. Organize and lead workgroups to advance the goals of the C&M office. Make recommendations for improvements and changes in procedures in order to enhance program accountability and compliance. Assist in the organizing and may, in the absence of the ADC, lead meetings to discuss mutual concerns regarding compliance/integrity, including fiscal matters, with program managers throughout HRA.
- Coordinate other program accountability activities as ordered by the Chief of the DSS Accountability Office. Research integrity concerns of senior management.
- Represent the ADC in high-level meetings and conferences related to Citywide and agency-wide compliance issues and activities. Attend conferences and seminars regarding city, state, and federal regulations concerning social services programs as well as other professional gatherings in order to stay abreast of new trends and innovations in the field of compliance.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Experience with regulatory compliance - Experience managing legal and non-legal staff - Excellent written and verbal communication skills - Strong aptitude for research, due diligence and attention to detail, to ensure accuracy of work product - Demonstrated ability to multitask, set priorities and work quickly, efficiently and independently, without sacrificing quality - Problem solving skills and ability to resolve issues in a diplomatic and expedient fashion
