The Civilian Hiring Unit is responsible for day-to-day HR operations, including, but not limited to: implementing personnel actions such as recruitment and the job posting process through the Smart Recruiter platform, processing new hires from civil service list as well as non-lists, background investigations, and NYCAPS transactions.
The selected candidates’ responsibilities may include, but will not be limited to the following:
- Provide subject matter and interpretive expertise to all levels within hiring units on HR policies and procedures. Acting as a resource to help others strategically navigate HR processes in recruitment, managing/operating within the Civil Service system
- Partner with all other units within HR to ensure cross functional collaboration for success
- Continuously analyze existing department policies and procedures to determine whether desired outcomes are being achieved and make recommendations as necessary to make improvements.
- Work closely with bureaus to ensure vacant positions are filled promptly
- Oversee recruitment and job posting process via the Smart Recruiter platform
- Work closely with the Business Process Improvement Office to provide information necessary to create standard operating procedures and best practice manuals
- Collaborate with Compliance and Legal to track expiration dates and maintain 100% compliance with work authorization regulations
- Develop and implement metrics to support HR staff at all levels, ensuring data integrity while processing and reporting of HR data
- Supervise and train staff on various aspects of HR, including but not limited to, citywide automated systems (NYCAPS, PMS, CHRMS, etc.), recruitment, job posting, hiring (list and non-list), leaves of absence, separations, etc.
- Supervise staff handling civil service hiring pools to ensure compliance with all civil service rules and regulations. Ensure the accurate and timely disposition of civil service certifications.

Minimum Qualifications
Six years of full-time, progressively responsible personnel administration, experience at least 18 months of which must have been in a managerial or administrative capacity; or
Education and/or experience equivalent to "1" above.
Education may be substituted for the general personnel administration experience described above at the rate of 1 year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. A Master's degree with a major in management or administration may be substituted for an additional year of the general personnel administration experience. However all candidates must have eighteen months of managerial or administrative experience.

New York City residency is generally required within 90 days of appointment.
