Job Description

The Mayor's Office of Minority and Women-owned Business Enterprises (OM/WBE) was created to address historic disparities in City contracting. OM/WBE is responsible for oversight, policy, interagency coordination and accountability for the City of New York’s Minority and Women-owned Business Enterprises (M/WBE) program. It serves as a one-stop shop for M/WBEs interested in doing business with the City and its respective agencies.

Job Description
Reporting to the Chief Business Diversity Officer, the Director, Centralized Construction Mentor Program is a key advisor and instrumental part of the senior leadership team. The Director is responsible for planning and overseeing administrative and operational matters for the Mentor Program. The position manages the program scope, budget and reporting requirements of the program. The Director provides oversight to all contracted consultants, participating operating agencies, as well as Mentor Program projects, ensuring that day-to-day operations of the Mentor Program is coordinated and running smoothly.

- Advises the Chief Business Diversity Officer, and operating agencies’ staff in developing, directing and managing the Mentor Program.
- Accountable for the delivery of core services of the Mentor Program, through the management of people, processes, and projects.
- Supports the development and implementation of standardized program operating procedures to ensure that minority and small business firms are afforded opportunities in Mentor Program construction projects.
- Works closely with operating agencies and consultants through each phase of an allocated project, to ensure projects are completed safely, timely and on budget.
- Periodically monitors Mentor Program projects, consulting with operating agencies and consultants to escalate and resolve any issues.
- Oversees, compiles, and presents Mentor Program reports delineating budgets, expenditures, goals, initiatives, achievements, and statistical analyses.
- Ensures the maintenance of effective reporting systems to ensure that all mentor construction management firms are adhering to policy.
- Conducts visits to various construction sites to ensure compliance with labor law requirements and guidelines.
- Ensures mentees are supported in obtaining appropriate loans, lines of credit and bonding, as needed.
- Serves as a principal liaison between the various oversight entities, agencies, outside contractors, and consultants for the Mentor Program.
- Maintains appropriate liaison relationships with other public sector organizations, educational facilities, community groups and civic organizations.
- Designs marketing strategy, develop partnerships and engage stakeholders to maximize outreach events, to recruit and retain firms in the Mentor Program.
- Coordinates the development of alternate procurement processes and evaluates their implementation.
- In conjunction with the Chief Business Diversity Officer, prepares annual operating budget for the Mentor Program and takes responsibility for the accuracy of reports, budgets, expenditures, goals, initiatives, achievements, and statistical analyses.
- Serves as a senior member of the Office, developing strategies, policies and procedures for their unit.
- Plans, assigns, directs, monitors, reviews, and evaluates work performed by assigned staff.
- Makes recommendations regarding recruitment, hiring, promotion, reassignment, and discipline.
- Performs related duties, as assigned.

Preferred Skills
- Eight years of experience in operations, construction, management, administration, or a related field with an emphasis on procurement, supplier diversity, and the identification, recruitment, development and mentoring of small businesses.
- Proven experience in the review, assessment and qualifying of business financials and business operations to determine operational effectiveness, profitability, and strategic growth.
- Experience working with complex design and construction project management, schedule management, and cost management.
- Experience managing and closing construction contracts.
- Broad knowledge of management policies, practices, and techniques used to control or administer complex technical operations.
- General familiarity with City budgeting and procurement process.

Minimum Qualifications

1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
