The Bureau of Accounting is responsible for recording and accounting for all Federal and State Revenue and reimbursements for costs incurred recognizing and realizing of all DSS-HRA-DHS revenues on City books; replenishing, reconciling and maintaining of agency bank accounts and provisioning of basic accounting and financial accountability for DSS-HRA-DHS.
The Office of Fiscal Operations is recruiting for one (1) Administrative Accountant M-II to function as the Director of Bureau of Accounts, who will:
- Administer and manage the activities of the Grants Management and the Accounting Units.
- Monitor the funding of various programs such as the Cash Assistance, the Special Grants, the Imprest Fund, the Miscellaneous Expense and the Employee Expense and ensuring that there are adequate funds in the bank to cover all checks and EFTs presented for payment.
- Oversee the closeout process of about 350 expired contracts for the HASA, CAMFR, and Employment vendors with the objective of requesting vendors to return any unused funds to HRA. This process involves the preparation of the yearly/preliminary and the final closeouts.
- Oversee the processing the Book Balance reports of nine bank accounts and also making sure that all transactions are recorded and that the reports are submitted to the Bureau of Reconciliation on time for the preparation of the Bank Reconciliations.
- Be responsible for the Division of Employment Placement Verification (DEPV) which reviews and approves all documents submitted by employment contract vendors for payment; ensuring that all HRA fiscal guidelines are being implemented and that all State and Federal guidelines are followed.
1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing, and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or
2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
- Strong background in Revenue management with extensive experience and thorough knowledge of accounting, auditing and FMS. - Experience and knowledge of developing internal control and accounting systems.
