Job Description
Under the general direction of the Director of Operations with wide latitude for the exercise of independent initiative and judgment, the Director of Brooklyn North Borough Office is responsible for the direction, management, review, evaluation, and coordination of the administrative and programmatic operations of the borough office. The Director of Brooklyn North Borough Office administers the determination of eligibility and recertification for clients who are eligible for APS services; ensures that cases are processed in a timely manner, that all deadlines, where applicable, are met; and that all office management functions run efficiently and effectively. The Director of Brooklyn North Borough Office must be informed and current with respect to Agency, State and City policies and procedures; initiates, implement and follow-up on corrective actions.
Adult Protective Services (APS) is recruiting for one (1) Administrative Director of Social Services NM-I, to function as a Director, Borough Office (Brooklyn), who will:
- Oversee and manages the Brooklyn North Borough office operations for all APS Services (Undercare, Assessment, Eviction and Preventive Service) and programmatic monitoring to ensure efficient delivery of APS services to clients. Responsible for the management of over 1319 APS cases.
- Overall direction of the staff members engaged in the processing of client’s cases for APS eligibility determination. Responsible for developing and implementing tracking mechanisms to monitor the formulation of all assessment plans, ensuring staff adherence to State and Agency regulations.
- Provide administrative leadership and guidance to Borough Office Deputy Director and supervisory personnel. Establish standards and criteria to improve performance, quality, and productivity of the Borough Office. Initiates all personnel actions deemed necessary to efficiently and effectively carry out all aspects of the Borough Office.
- Responsible for the coordination of the Borough Office functions and activities with operations of other organizational components in MICSA, HRA, other City Departments: Housing Preservation and Development (HPD), NYC Housing Authority (NYCHA), NYC Marshall’s Office, the State Department of Health and other governmental and private social services agencies.
- Oversee the Preventive Service Program involved in maintaining and monitoring stabilized cases; oversee the conduct of scheduled field visits by staff for the purpose of monitoring cases. Direct the review of all case records to ensure that case records are up to date, recertified or closed, contain all necessary documentation, and comply with State regulations, guidelines, and directives. Monitors staff operations in terms of adherence and uniformity in the application
of policy and procedures.
- Direct the activities of the Eviction Units involved in the processing of cases of clients threatened with imminent eviction. Oversee the coordination of APS service plans for those cases between referring agency including Housing Preservation and Development (HPD), NYC Housing Authority (NYCHA), NYC Department of Investigations, NYC Housing Courts, City Marshals, and other parts of HRA involved in eviction cases.
- Identify performance deficiencies, which can be improved through staff training. In conjunction with the Director of Training, assists in the development of training strategies to upgrade staff skills
- Oversee the preparation of comprehensive statistical reports on the Borough Office activities for the APS Assistant Deputy Commissioner and Director of Field Operations, makes recommendations for improvements. Ensure the tracking control and statistical reporting of all cases within the borough so that Sate reimbursement is prompt and for the correct amount.
- Analyze, monitor, and evaluate existing programs, policies and reports relating to the Borough Office functions and the provision of services to determine their effectiveness. Formulate and recommend policies and programs to enhance operational efficiency.
- Maintain liaison and cooperative relationship with various public, private and community agencies concerned with the activities of APS Borough Offices Field Operations, including other City agencies, hospitals, and Office of Health and
Mental Health.
- Responsible for preparing responses to audits, studies and survey of the
Borough Office operations.
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
- Ability to critically assess operational issues - Working experience with APS and providing services to high-risk population - Strong interpersonal skills: effective and creative leadership ability with the capacity to work both independently and cooperatively to effect key strategies. - Excellent verbal and written communication and presentation skills. - Ability to work independently and within a fast-paced environment. - Working knowledge of HRA systems including APSNet, WMS, HRA Viewer and Lexis-Nexis.
