The Office of the Deputy Commissioner of Legal Matters provides legal guidance to the Police Department and is responsible for advising all members of the Department on all legal matters affecting the Department, including major criminal and civil litigation and important legislative and judicial developments. The office monitors and facilitates the relationship between the Department and the rest of the criminal justice system and assists members of the service in interpreting and enforcing state, federal, and local laws ensures that the policies and practices of the department are lawful and are fairly applied; and develops legislation in accordance with the needs of the Department and public safety concerns.

The Legal Bureau's Body-Worn Camera Unit evaluates legal issues arising from the requested release of body-worn camera video to various outlets. The Unit searches, reviews, and conducts preliminary investigations related to video footage requests and applies appropriate redactions to footage where necessary. The Unit is responsible for producing footage in response to requests from government agencies, Freedom of Information Law requests, and in matters related to criminal and civil discovery.

The Director of Body-Worn Camera will:
1. Supervise all staff assigned to the Body-Worn Camera Unit and supervise daily operations of the unit.
2. Serve as Department liaison to all prosecutorial, oversight and other external agencies regarding the use of and policies surrounding the body worn camera case management system.
3. Review all planned Department releases of BWC footage; confer with subordinate attorneys and media service technicians regarding any redactions included and direct sharing of such footage to requested parties.
4. Attend executive meetings to analyze, discuss and determine the best strategy in handling legal proceedings affecting the release of body worn camera footage.
5. Provide assistance in training to units Department-wide regarding the proper use of body-worn cameras including the Professional Standards Bureau and Detective Bureau. Review proposed body worn camera videos for use in Department training.
6. Serve as direct point of contact to Axon regarding the Department's body worn camera system including approving any changes as well as providing voice of customer opinions for new feature requests.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.


Preferred Skills

- This position requires admission to the New York State Bar and at least 7 years of recent, full-time, relevant legal experience. - Familiarity with NYPD policies and procedures, as well as thorough knowledge of the Freedom of Information Law, civil and criminal discovery laws and rules, and Article 78 proceedings. - Ability to manage highly complex and sensitive legal work, while maintaining priorities and proactively anticipating issues. - Established track record working collaboratively and cross-functionally with stakeholders on complex matters.
